About this file

This document is a Request for Information (RFI) issued by the Army Contracting Command at Aberdeen Proving Ground, Maryland, seeking market research for the Universal Test Set (UTS), specifically the AN/GLM-11 (V) 2. The UTS is a critical electronic device designed to provide rapid go/no-go evaluation for U.S. dismounted and mounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) systems, enabling warfighters to verify proper system operation before deployment and detect potential faults that could compromise personnel safety.

The RFI invites interested parties to submit a 10-page unclassified white paper by 4:00 PM Eastern Time on 12 December 2025, detailing their corporate capabilities, facilities, clearance levels, and technical competency to potentially become the prime contractor for UTS sustainment hardware production. The government notes that while they seek a new contractor, they do not own the complete technical design documentation, which remains the property of the original equipment manufacturer, Textron Systems. Responses should be submitted electronically to the PL EA Mailbox and Contract Specialist Kristen Robertson, with the primary goal of determining if qualified sources exist to satisfy the agency's requirements.
