About this file
This document is a Request for Information (RFI) issued by the Department of the Interior (DOI), Office of Aviation Services (OAS), seeking information from vendors regarding Unmanned Aircraft Systems (UAS) capable of spraying both liquid and solid materials. The RFI outlines the minimum requirements for the UAS, including an 8-gallon spray system with a 2.6 gpm spray rate, a 5.2-gallon solid materials spreader payload, and compliance with Executive Order 13981. The RFI requests vendors to provide information on whether the UAS and its components are manufactured by entities domiciled in "adversary countries" as defined in the document. Vendors are also asked to submit a capability statement with company information. Questions are due by April 19, 2024, and submissions are due by May 6, 2024. This RFI is for information and planning purposes only and is not a solicitation for procurement.

Purpose: This Request for Information (RFI) is intended to identify potential sources to procure Unmanned Aircraft Systems (UAS) with the capability to spray both liquid and solid materials in support of the Department of the Interior (DOI).
Requirement: The Government has a requirement to procure non-covered UAS based on the following minimum requirements –
1. Spray system holding eight (8) gallons with a spray rate of 2.6gpm
2. Solid materials spreader payload with 5.2 gallon capacity
3. UAS must be compliant with the requirements of Executive Order 13981. Vendors offering UAS must identify all compliant components to ensure compliance with the requirements of the Executive Order. The DOI, Office of Aviation Services (OAS), seeks the following information to be provided from vendors:
a. Is the UAS manufactured, in whole or in part, by an entity domiciled in an adversary country?
YES _____ NO _____
b. Does the UAS use printed circuit boards manufactured by an entity domiciled in an adversary country?
YES _____ NO _____
c. Does the UAS use flight controller modules manufactured by an entity domiciled in an adversary country?
YES _____ NO _____
d. Does the UAS use sensors manufactured by an entity domiciled in an adversary country?
YES _____ NO _____
e. Does the UAS use radios manufactured by an entity domiciled in an adversary country?
YES _____ NO _____
f. Does the UAS use cameras manufactured by an entity domiciled in an adversary country?

The term ‘‘adversary country’’ means the Democratic People’s Republic of Korea, the Islamic Republic of Iran, the People’s Republic of China, the Russian Federation, or, as determined by the Secretary of Commerce, any other foreign nation, foreign area, or foreign non-government entity engaging in long-term patterns or serious instances of conduct significantly adverse to the national or economic security of the United States.
The term “critical electronic component” means any electronic device that stores, manipulates, or transfers digital data. The term critical electronic component does not include, for example, passive electronics such as resistors, and non-data transmitting motors, batteries, and wiring.
The term "manufactured" has the definition provided in FAR 52.225-18, as the "place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government.” If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
This announcement is for information research and planning purposes only and is not to be construed as a commitment by the Government for any actual procurement of supplies. This is not a request for proposal, request for quote, or invitation for bid, nor does its issuance obligate or restrict the Government to an acquisition approach. The Government does not intend to award a contract on the basis of any responses or pay for the preparation of information submitted or use of such information.
In addition to providing information on items a. through h. above, vendors should submit a capability statement to include of the following information:
