The 7th Contracting Squadron at Dyess AFB, Texas, is issuing this Request for Information (RFI)/ Sources Sought in an effort to perform market research to assist in determining the acquisition strategy and identify potential sources that possess the retrofit expertise, capabilities, and experience to meet qualification requirements to retrofit current CNC Tube Bender to the latest technology at Dyess, AFB.

This Request for Information/Sources Sought Notice is for Market Research purposes only. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP); no solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers.

Any information that the vendor considers proprietary should be clearly marked as such.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. The Government does not intend to award a contract on the basis of this Request for Information. The data received in this survey may be used to support any future solicitation or award and is issued for the purpose of market research in an effort to overcome barriers to competition.

The designated NAICS Code is (333517- Machine Tool Manufacturing). Please include any additional terms and/or conditions that might be included in a contract between commercial entities. Large and small businesses are invited to answer this market survey to determine market capabilities:

INSTRUCTIONS:

1. The Survey allows Contractors to provide their company’s capability and make recommendation on best approach to update the current CNC Tube Bender.

2. If, after reviewing this document, you desire to participate in the market research, you should submit a detail package to adequately meet the request for information. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e. teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

4. The end state is to have an updated CNC Tube Bender with the latest technology. The Government is currently considering the following new standard.

Eaton Leonard VB90 single- stack, 8 axis CNC bender, including:

-Windows 10 operating system with networking and remote diagnostics.

-Easy to use BendPro G2 software with new parts wizard and several teaching modes.

-New Rittal operator console-Industrial, flat panel PC with 15” touch screen, UPS, and SERCOS interface (Beckhoff).

-New SERCOS fiber optic cables for connecting PC to existing I/O system and servo drives.

-New safety PLC, master control relays, power supply, and misc components.

-Existing I/O will be used for the retrofit.

–Install proximity sensors for PD and PDA- Electrical schematics drawn specifically for your specific bender. -CMM Interface for Supervision Network Protocol.

5. Submittal should be limited to seven (7) pages total. The Government cannot consider responses in excess of seven (7) pages. Page size needs to be 8.5 x 11 inches; single spaced with text no smaller than 12-point Times New Roman; font size within graphics and tables should be no smaller than 8 point, Times New Roman. Margins are to be one inch on all sides. The title page and front matter such as transmittal letter, cover page, and table of contents will not count against the page limit.
