About this file

This is a Request for Information (RFI) issued by the Department of the Army for transportation services supporting Joint Exercise Angkor Sentinel 2027 (AS27) in Cambodia. The RFI, released September 14, 2026, seeks industry input on capabilities and cost-efficiency strategies for transporting approximately 100 U.S. military personnel during the exercise period of February 8-28, 2027. Responses are due by September 30, 2026 at 5:00 PM Hawaii Time. The government explicitly disclaims any commitment to contract and will not reimburse respondents for preparation costs.

The requirement encompasses two primary vehicle assets: a large-capacity passenger bus (40-50 passenger minimum) and a nine-passenger daily support van, both leased with licensed drivers and fully climate-controlled. Services include phased airport shuttle operations for arrival/departure (February 10-14 and 26-27), primary daily commutes from hotel to training areas in Kampong Speu (February 15-26), 24-hour on-site support van availability, and potential host-nation event support for an additional 100 Cambodian personnel. All contractors must provide fully burdened pricing (inclusive of fuel, tolls, driver lodging, insurance, and local taxes), maintain equipment per manufacturer specifications and Cambodian safety requirements, provide real-time vehicle tracking, hold Defense Base Act insurance, and possess unescorted clearance to operate throughout Cambodia. The government encourages creative cost-efficiency proposals including "Accordion Scaling" (dynamic fleet sizing based on phased arrivals), "Joint-Force Fleet Pooling" (dual pricing for shared assets between U.S. and Cambodian forces), and "Dual-Hat" crewing (drivers certified as English-Khmer translators). Respondents must complete detailed cost breakdown structures, labor category pricing, and a capability questionnaire addressing logistics execution, fleet pooling feasibility, and language sourcing.

4. Creative Efficiency Instructions for Vendors The government is seeking the most efficient and cost-effective solutions. Respondents are highly encouraged to address the following creative paradigms in their capability statements and pricing:

The "Accordion" Scaling Model (Phased Arrivals) Passengers will arrive at the airport in phases due to flight constraints.

Instead of charging flat daily rates for a 100-person capacity fleet for the entire duration, vendors should scale their vehicle assets dynamically (using smaller shuttle loops during arrival/departure days and deploying full-size coaches only during full-strength transit days to the training centers).

"Joint-Force Fleet Pooling" During the execution phase, an additional 100 personnel will require transport to a cooperative training event.

Vendors must submit dual pricing structures (Table 5.3) to show the cost savings of this fleet-pooling model compared to hiring a completely separate standalone fleet.

"Dual-Hat" Crewing:

To minimize personnel headcount on the vehicles, vendors should quote options for drivers who can dual-hat as certified English-Khmer translators.

5. Cost Breakdown Structure (CBS) To allow for direct comparison, vendors must populate the tables below. All rates must be fully burdened (inclusive of fuel, road tolls, driver lodging, insurance, and local taxes).
