REQUEST FOR INFORMATION (RFI)

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

TALLY & CHECKING (T&C) FOR STEVEDORING AND RELATED TERMINAL

SERVICES PORT OF BREMERHAVEN GERMANY

RFI NUMBER TRANSCOM21R011

1. Purpose.

This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked.

Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories.

2. Description/Scope.

The United States Transportation Command is seeking sources that possess the availability and capability to provide Tally & Checking (T&C) for stevedoring and related terminal Services (S&RTS) in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. The Contractor shall provide T&C services supporting all terminal specific operations. (Exceptions are specified in PWS under Government Furnished Items located in section 6). T&C services are essential to the USG to document and support Stevedoring and Longshoring service contracts, these services shall be in association to but not limited to tallying and checking vessel loading and discharging (to include documenting securing/lashing materials), cargo reception and disposition, stuffing and un-stuffing containers or flatracks, transferring cargo in/around the port, loading and discharging commercial trucks and railcars for the onward movement of the USG’s cargo as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR) and Alternate Contracting Officer Representative (ACOR).

3. Information Requested.

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 5 pages) and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.

I. Company Information.

II. Business size:

A. The NAICS for this effort is 488320, Marine Cargo Handling. The Small Business Administration small business size standard for this NAICS code is $41.5M USD. Based on this NAICS, identify your business size as Small or Large.

III. Capabilities: Generally describe your company’s abilities in fulfilling Tally & Checking for Stevedoring & Related Terminal Services. Specifically address the following:

A. Is your company a registered agent and can provide T&C for S&RTS services at the Port of Bremerhaven Germany?

B. Can your company comply with certifications as per local laws and/or any other international agency regulations, to perform T&C for S&RTS Services in Germany and the port of Bremerhaven?

C. What form of documentation would your company provide that demonstrates authorization to operate at the Port of Bremerhaven Germany?

D. What is your experience in providing management, labor, tools, equipment, supplies, materials and other services necessary for T&C for S&RTS? Please note that experience refers to complexity as well as longevity.

E. Do you have or have you had foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours; and labor regulations including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.

F. Explain the abilities of your company to support T&C for Stevedoring and Longshoring services that also include but limited to vessel loading and discharging (to include documenting securing/lashing materials), cargo reception and disposition, stuffing and un-stuffing containers or flatracks, transferring cargo around the port, loading and discharging commercial trucks and railcars for onward movement of the USG’s cargo.

G. Would your company be in acceptance of the preferred method of pricing by the piece as Each (EA) for containers, vehicles (based on weight class) and aircraft, and Measurement Ton (MTON) for breakbulk cargo?

H. Provide the following project or contract information for requirements deemed similar to this effort:

• A brief description of the project

• Contract number

• Period of performance

• Was your company a prime or subcontractor?

• Dollar value of the project

• Scope of the portion of the effort your company supported

I. If no direct performance or experience with the above, please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.

IV. Other:

A. Please list all contract vehicles under which you hold contracts which could be used to procure this effort.

B. Please provide any other information or suggestions that may provide efficiencies in accomplishing this acquisition.
