About this file

This document is a Request for Information (RFI) issued by the Department of the Air Force Air Force Life Cycle Management Center (AFLCMC) for thermal optics technology to support Guardian Angel (GA) teams. The Government is conducting market research to identify sources capable of providing thermal optics to enable GA teams to locate and track isolated personnel in contested environments, particularly maritime environments.

The key performance parameters for the required thermal optics system include: having three channels (low light, day color, cooled medium wave IR thermal), featuring GPS, IR pointer, laser rangefinder, and digital media controller, being Wi-Fi and Bluetooth capable for data transfer, and having wireless remote control and streaming capabilities. The system must be man-portable, weigh no more than 5 pounds, and use commercially available or military common batteries. Respondents are asked to provide detailed product information, rough cost estimates, and details on any development required to meet the requirements. Responses are due by 12:00 PM ET on November 19, 2024 and should be submitted electronically to the provided points of contact.

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing thermal optics technology to enable Guardian Angel (GA) teams to find, fix and track isolated personnel (IP) with limited power and resources, while limiting the time and exposure of personnel conducting searches over a wide area in contested environments, particularly maritime environments.

3. CAPABILITY

GA requires an increased standoff capability with greater threat detection in order to locate IP in diverse environments for recovery operations. GA must increase the ability to connect, sense, detect, share and enhance battlefield awareness for mission success.

4. REQUIREMENT

The GA Thermal Optics must fit in a man-portable pelican case with extra batteries. Interested parties should provide weight and dimensions for transport of their product both with and without the pelican case.

Key Performance Parameters (KPPs):

6.1.1 KPP: GA Thermal Optic should have three channels: Low Light, Day Color, Cooled Medium Wave IR Thermal (T).

6.1.2. KPP: GA Thermal Optic should have GPS, IR Pointer, Laser Range Finder, Digital Media Controller (T)

• What are the specifications of your lasers?

• What is the margin of error/deviation of accuracy on your laser at a range of 5000 meters?

• Is a stabilizing accessory such as a bipod or tripod necessary? Is it included?

• If a tripod/bipod is not included, can one be attached using a standard attachment on the bottom of the thermal device using a ¼” thread screw

• What are the dimensions your product, packed and unpacked?

• Does your solution weight no more than five pounds?

• Will your product fit in a molle pouch/pocket?

• Is your solution waterproof or water-resistant? To what depth?

6.1.3. KPP: GA Thermal Optic should be WIFI and Bluetooth capable to transfer data (T)

6.1.4. KPP: GA Thermal Optic should have Wireless remote control and streaming over Internet Protocol (T)

6.1.5. KPP: GA Thermal Optic should have Laser Range Finder picture in picture (T)

• What is the size and resolution of your product’s display screen?

6.1.6. KPP: GA Thermal Optic should have Commercially available battery (AA, CR123, etc.) or a military common battery.

• What provides the power for your product?

• Does the charge on your battery last at least 3 hours and 45 minutes?

• Is your power source rechargeable?

• Is a stand-alone power adapter needed/included?

6.1.7. KPP: GA Thermal Optic should have extended range capability

• What ranges can your product’s sensors detect and identify a human in each band, day or night?

Key System Attributes (KSAs):

6.2.1. KSA: GA Thermal Optic should be SAFRAN’s STERNA system compatible

5. INSTRUCTION TO POTENTIAL RESPONDENTS

Interested parties who desire to participate in this SSS/RFI are encouraged to submit responses that demonstrate they presently have the technology and qualifications to provide the system described above. Responses shall also include the following information:
