About this file

This document is a Questions and Answers matrix for a Defense Intelligence Agency (DIA) Request for Information (RFI) concerning AI Test, Evaluation, Verification, and Validation (TEVV) capabilities. The RFI is for planning purposes only and does not constitute a solicitation for proposals or quotes. Responses are due no later than 1700 hours on February 6, 2026, using the Questions_and_Answers_Template_RFI.xlsx file available on SAM.gov. Respondents may include one cover page with company-specific graphics and may insert diagrams, graphs, and designs into the response template, though no overall page limit is specified. The government will not reimburse respondents for costs associated with RFI responses, and submission of responses does not create a binding contract or constitute an offer that the government can accept.

The Q&A matrix addresses 65 inquiries from industry regarding RFI requirements, submission procedures, and anticipated acquisition details. Key topics include clarification of duplicate questions in Sections D and E; the intended scope (centralized platform versus modular framework); whether solutions should support cross-domain validation across classification levels (NIPR, SIPR, JWICS); governance structures and decision authority for AI system go/no-go determinations; human-in-the-loop validation requirements; and preferred DevSecOps/MLOps frameworks. Multiple questions address administrative matters, including the location of the response template, whether responses should follow a specific format, and whether an industry day is planned. DIA states that responses will help determine requirements and inform industry best practices. Notably, the government did not provide anticipated award dates, period of performance, contract value, contract type (FFP, T&M, or other), total number of awards, budget constraints, work location, classification level, security clearance requirements, or information regarding any incumbent contractors or follow-on solicitation availability.
