About this file
This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center seeking input from Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) industry partners to strengthen the industrial base and improve contractor performance. The RFI focuses on critical safety items essential for aircrew survivability, and aims to address production challenges through collaborative engagement with industry experts. Key areas of inquiry include challenges affecting production rates and quality, opportunities for efficiency improvements, and potential contractual mechanisms to drive enhanced performance.
The document outlines specific areas of interest such as flexible contracting mechanisms (e.g., IDIQ contracts, BOAs), process improvement support, enhanced data sharing and forecasting, and technology development incentives. The Air Force is exploring performance-based incentives, accountability measures, and production efficiency enhancements to improve contractor delivery and quality. Interested parties are invited to provide recommendations by 6 June 2025 to Ms. Lauren Johnston via email. A clear disclaimer states that this RFI is for information and planning purposes only and does not constitute a solicitation for proposals or commits the government to any specific action.

MEMORANDUM FOR CAD/PAD Industry Partners
FROM: AFLCMC/EBH
SUBJECT: Strengthening the Industrial Base – Request For Information
The Munitions Division recognizes the significant challenges within the Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) industrial base. As CAD/PADs are critical safety items essential to aircrew survivability and mission success, ensuring their reliable and timely production is of utmost importance. As the demand for these components continues to grow, we are taking decisive action to enhance production efficiency, improve delivery performance, and ensure our warfighters receive the reliable equipment they need.
To achieve this, we are considering acquisition strategies aimed at incentivizing improved contractor performance.
Our new approach may incorporate:
• Performance-Based Incentives: Contractors who meet or exceed on-time delivery and quality benchmarks will be rewarded with financial and contractual benefits.
• Accountability Measures: While we seek to encourage improvement, we will also implement structured consequences for consistent underperformance to drive greater reliability across the supply chain.
• Production Efficiency Enhancements: We are exploring additional mechanisms to incentivize investments in automation, workforce development, and lean manufacturing practices to increase throughput and sustain quality standards.
We want to engage with you—the experts in production—to identify areas where we can provide additional support, streamline processes, and remove barriers to efficiency.
Additionally, we want to emphasize that this request for information is intended to support and align with ongoing CAD/PAD Joint Program Office (JPO) initiatives. Our goal is to collaborate closely with the JPO to identify and advance discrete initiatives that accelerate and enhance throughput capabilities for critical components. By working in partnership with the JPO, we aim to strengthen industry engagement, leverage shared expertise, and collectively address production challenges to ensure the sustained availability of these essential safety items.
We invite you to share your insights on:
• Key challenges affecting production rates and quality
• Opportunities for efficiency improvements
• Contractual mechanisms that could drive enhanced performance
Your feedback will be key in shaping the future of CAD/PAD contracting strategies and strengthening the industrial base. Please provide your recommendations by 6 June 2025 to Ms. Lauren Johnston at lauren.johnston.4@us.af.mil.
Additional Considerations for Contractor Performance Improvement
As part of this initiative, we are exploring additional measures to strengthen the CAD/PAD industrial base and improve contractor performance. We are seeking your feedback on the feasibility and potential impact of the following ideas:
Flexible Contracting Mechanisms:
• How would transitioning to more flexible contracting mechanisms, such as IDIQ contracts or BOAs, specifically improve your organization's production planning and responsiveness?
• What challenges or unintended consequences might your organization anticipate when adapting to these flexible contracting models?
Process Improvement Support:
• What types of government-led training, technical support, or audit processes would be most valuable for improving your current production operations?
• Are there specific areas within your manufacturing processes where access to DoD innovation resources could yield significant efficiency improvements?
Enhanced Data Sharing & Forecasting:
• Which specific types of forecasting information or data, if shared by the government, would enable you to more effectively plan production schedules and allocate resources?
• Are there particular communication methods or platforms you would recommend to facilitate timely and actionable data sharing?
Technology Development & Investment Incentives:
• Which advanced manufacturing technologies (e.g., automation, additive manufacturing, digital twins) would provide the greatest return on investment or the most immediate improvements in production quality and lead times for your operations?
• What types of government incentives or supports would encourage you to accelerate investment in adopting these technologies?
We welcome your thoughts on these and any other ideas that could drive improved performance and strengthen the CAD/PAD supply chain.
