About this file

This is a Request for Information (RFI) from the Defense Health Agency (DHA) seeking industry feedback on sterile processing capabilities to support offsite surgical instrument sterilization services at 14 Military Treatment Facilities (MTFs) across the United States. The DHA is conducting a Business Case Analysis to identify alternatives to on-site sterilization due to the critical nature of sterile processing operations—when Sterile Processing Departments (SPDs) become unusable, operating room and clinic procedures decrease by over 90%, severely impacting surgical capability, provider readiness, and healthcare delivery. The RFI covers MTFs located at Walter Reed National Military Medical Center (Bethesda, MD), Alexander T. Augusta Military Medical Center (Fort Belvoir, VA), Naval Medical Center (Portsmouth, VA), Womack Army Medical Center (Fort Bragg, NC), Evans Army Community Hospital (Fort Carson, CO), Brooke Army Medical Center (Fort Sam Houston, TX), 59th Medical Wing Wilford Hall Ambulatory Surgical Center (Lackland, TX), Carl R. Darnell Army Medical Center (Fort Cavazos, TX), William Beaumont Army Medical Center (Fort Bliss, TX), 99th Medical Group (Nellis Air Force Base, Las Vegas, NV), Naval Medical Center San Diego (San Diego, CA), 60th Medical Group (Travis Air Force Base, Fairfield, CA), Army Medical Center Joint Base Lewis-McChord (Tacoma, WA), and Tripler Army Medical Center (Honolulu, HI).

Respondents are requested to address transportation of surgical instruments, complete sterile processing services (decontamination, assembly, and sterilization), personnel capabilities, facilities, equipment, inventory verification, and quality control verification. The DHA anticipates an estimated need of approximately 150,000 trays to be sterilized at each MTF. Equipment to be sterilized includes minimally invasive surgical cases, power equipment, hysteroscopy instruments, major basic sets, micro-laryngeal instruments, arthroscopy instruments from manufacturers such as Arthrex and Stryker, abdominal hysterectomy instruments, and weighted speculums. Respondents must answer nine specific questions covering current government contracts, capability to serve listed MTFs, barriers to service provision, capacity to handle the anticipated volume, equipment sterilization capabilities, pricing structures, sterilization systems used, and shrinkage tracking procedures. Responses must be submitted in PDF format to james.a.eismann.civ@health.mil no later than Tuesday, February 10, 2026, by 12:00 PM CST, titled as "DHA_RFI_Sterile Processing_Company Name." This RFI is for information and planning purposes only and does not constitute a commitment to contract or issue a future RFP. Responses will be retained by DHA as market research and may be reviewed by military personnel, government civilians, and support contractors, with non-proprietary technical information potentially used in future solicitations.

TITLE: Sterile Processing (SP) Offsite Support

INTRODUCTION: The DHA is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high-quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across nine (9) networks, which includes: Atlantic, Central, Continental, East, Europe, Indo-Pacific Rim, National Capital Region, Pacific Rim, and West.

BACKGROUND: The DHA is conducting a Business Case Analysis to identify alternatives to on-site surgical instrument sterilization for Military Treatment Facilities (MTFs) across eight (8) of the nine (9) networks. For more information on the DHA organizational structure see the following link: https://www.dha.mil/About-DHA/Organizational-Structure/Defense-Health- Networks

Sterile processing supports all operating room functions as well as multiple military treatment centers throughout the DHA networks. SPs are the backbone of sterile processing for MTFs.

When Sterile Processing Departments (SPDs) are unusable because of onsite equipment failure, operating room and clinic procedures decrease by greater than 90%, essentially halting the surgical capability of the MTFs. The cessation of surgical cases results in decreased provider readiness, risk of Graduate Medical Education (GME) citation, and severely impacted healthcare delivery. To continue to provide healthcare, the DHA is considering outsourcing SPD services throughout MTFs.
