About this file
This is a Sources Sought Synopsis for market research purposes regarding the HH-60W Link-16 Advanced Capability Modernization program. The Government is seeking contractors to replace the existing Link-16 TacNet Tactical Radio (TTR) with the KOR-24A Small Tactical Terminal (STT) on the HH-60W helicopter fleet to address Advanced Capability (AC) and Cryptographic Modernization (CM) requirements. The current TTR cannot support these updates, which will result in HH-60W aircraft being denied access to the Link-16 network and facing operational limitations and supply challenges.
The scope of work encompasses Non-Recurring Engineering (NRE) for STT integration into the HH-60W platform, system integration including physical/electrical design of adapter plates and antenna locations with structural and electrical load analyses, functional and software compatibility verification in a Software Integration Lab (SIL), development of a complete Technical Data Package (TDP) and Time Compliance Technical Order (TCTO), manufacturing and delivery of two trial installation kits and ninety-eight production kits for 100 aircraft total, verification and testing with validation plans and test reports, comprehensive program management including subcontractor oversight and Diminishing Manufacturing Sources/Material Shortages (DMS/MS) resolution, and cybersecurity information on vulnerabilities and hardening. Respondents must provide documentation supporting capability across general operations, hardware production, software development, repair and support, and commerciality. The survey requests business information including CAGE Code, business classification status (small business, woman-owned, 8(a) certified, HUBZone, veteran-owned, service-disabled veteran-owned), and domestic/foreign ownership status. No specific response deadline or mailing address is populated in this template. Participation in this market research survey does not guarantee participation in future solicitations or contract awards, and the Government will not reimburse respondent expenses.

Sources Sought Synopsis:
HH-60W Link-16 Advanced Capability Modernization
Upgrade and Replacement of Link-16 TacNet Tactical Radio on HH-60W
CAUTION:
This Sources Sought is being conducted for informational purposes and market research only to locate additional Sources that may possess the expertise, capabilities, and experience to perform an upgrade and replacement of the Link-16 TacNet Tactical Radio (TTR) with the KOR-24A Small Tactical Terminal (STT) on the HH-60W helicopter fleet.
The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this Sources Sought are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
The government will not reimburse participants for any expenses associated with preparing or submitting information in response to this notice. The Government may use the information provided to develop its acquisition strategy, statement of work/objectives, and performance specifications. Respondents are responsible for clearly marking any proprietary or competition-sensitive information contained in their submissions.
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, engineering services, and experience to meet the technical, logistical, and modification requirements for the HH-60W Link-16 system.
The primary objective of this effort is to replace the existing Link-16 TacNet Tactical Radio (TTR) on the HH-60W helicopter fleet with the KOR-24A Small Tactical Terminal (STT). This upgrade is necessary to address validated requirements for Advanced Capability (AC) and Cryptographic Modernization (CM). The current TTR is not currently capable of incorporating these required updates, which will lead to the HH-60W being denied access to the Link-16 network and facing significant operational limitations and supply challenges.
This modification will resolve these issues by providing a modernized, compliant, and sustainable Link-16 capability, ensuring HH-60W crews can operate effectively in modern contested environments.
The scope of the effort includes, but is not limited to, the following:
• Non-Recurring Engineering (NRE): Perform all engineering activities required for the successful integration of the STT into the HH-60W platform.
• System Integration:
• Physical & Electrical: Design and manufacture an adapter plate to use existing mounting holes, design a new location for the upper RF antenna, perform structural and electrical load analyses, and integrate a new power conditioning unit. The design should maximize the reuse of existing aircraft components.
• Functional & Software: Ensure all existing LINK-16 functionality is maintained. Verify STT compatibility in a Software Integration Lab (SIL) and provide all necessary technical data and required software updates to the Advanced Mission Computer (AMC) and Flight Management System (FMS).
• Technical Data: Develop and deliver a complete Technical Data Package (TDP), a modification Time Compliance Technical Order (TCTO), and all necessary Technical Order (TO) updates.
• Prototyping and Production: Manufacture and deliver two (2) trial installation/kit proof units and ninety-eight (98) production kits for a total of 100 HH-60W aircraft.
• Verification and Testing: Develop and execute a validation and verification plan, conduct testing, and deliver test plans and reports. The contractor shall also provide a method to load the STT Operational Flight Program (OFP) using a standard computer.
• Program Management: Provide comprehensive program management to ensure all requirements are met on schedule and within budget. This includes managing subcontractors and any Diminishing Manufacturing Sources/Material Shortages (DMS/MS) issues.
• Cybersecurity: Provide information on known cyber vulnerabilities and evidence of cyber hardening for the proposed system.
INSTRUCTIONS:
1. Below is a document containing a description of the HH-60W Link-16 Upgrade requirement and a Contractor Capability Survey, which allows you to provide your company's capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements.
