Sources Sought for Industry Engagement Events
THE PURPOSE OF THIS NOTICE IS FOR MARKET RESEARCH, ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE/PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. RESPONSES TO THIS SOURCES SOUGHT SHALL BE FOR INFORMATION PURPOSES ONLY.
The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the availability of vendors to assist with conducting events to bring FLETC team members and leadership together with interested, potential Industry partners. This is preliminary market research to help determine the feasibility of using a vendor to support various events to increase Industry engagement.
The anticipated NAICS is 561920, Convention and Trade Show Organizers, with a size standard of $20M.
Background: FLETC is a component of the DHS. FLETC operates four training delivery points at Glynco, GA; Artesia, NM; Charleston, SC; and Cheltenham, MD. FLETC has established formal relationships to train law enforcement officers and agents from 127 federal Partner Organizations (POs) representing all three branches of the Federal government and including most major Federal law enforcement agencies. In addition, FLETC trains state, local, tribal, and campus police, as well as agents and officers internationally. Each year FLETC trains over 60,000 law enforcement officers and averages a student population of 4,000 officers each day. FLETC provides a diverse training catalog utilizing cutting-edge technologies to train law enforcement officers and agents.
Synopsis: FLETC wants to understand the feasibility of utilizing vendor support to conduct an event or multiple events to help bring Industry partners to FLETC locations and support engagement/dialogue between the latest technologies from Industry and the FLETC Directorates they may help. Some of the information FLETC is looking to obtain is: (1) the availability and capability of qualified business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. We want your honest and candid feedback, as it will play a significant role in any procurement planning.
FLETC welcomes all businesses—large and small—to provide their thoughts on the following questions:
1. Is your company capable of providing the services listed at all FLETC training delivery points: Glynco, GA; Artesia, NM; Charleston, SC; and Cheltenham, Maryland? While the primary location of an event or events may be the Glynco, GA, training delivery point located in Brunswick, GA, there may be potential that events would be held near the other training delivery points as well. If you can perform at some locations, but not others, please let us know which ones and why.
2. Have you provided these types of services for other organizations? If so, please provide details of that experience to include any contract numbers and points of contact for the organization/agency as well as the pricing structure used (Firm Fixed Price, Labor-hours, Cost Reimbursement). Is there anything that would limit your company’s ability to perform these services for FLETC?
3. If you are a small business, please provide your firm’s status in any of the socio-economic categories.
4. Please provide details of the types of events that may be recommended/supported to help bring vendors with the latest technologies to the events as well as how your firm would be able to support individual engagements between Industry and FLETC staff at the events.
5. Are there any efficiencies and/or cost savings that may be seen with your company when conducting these types of events?
6. Do you have any other feedback for FLETC concerning this type of service?
All responses are due by 4:00PM (EST) July 8, 2024.
When submitting your answers to these questions, please tell us about your company by including a capability statement, or a single electronic pamphlet, of 5 pages or less. Please be sure to tell us if you are a large business or a small business under NAICS code 561920 or the appropriate NAICS for the services your company would be able to perform; and please include your company’s UEI number. If you are a small business with any additional socio-economic small business classifications (i.e. women-owned, veteran-owned, 8(a), etc.), then please share those with us too.
Again, this notice is a request for information only. FLETC does not have a specific requirement for these services at this point. This is for market research purposes, only.
