About this file
This document is a Request for Information (RFI) from the General Services Administration (GSA) Center for Charge Card Management (CCCM) regarding support for the development of the next iteration of the GSA SmartPay master contract.
The RFI provides background information on the GSA SmartPay 3 program, which processed over $37.5 billion in transactions in fiscal year 2023. CCCM is seeking industry input on capabilities to support various aspects of the master contract development, including market research, technical writing, acquisition support, contractor bank onboarding, and task order support. Specific areas of expertise required include government charge cards, commercial payments, industry payment trends, vendor/merchant agreements, pricing/refunds analysis, data management, and banking system security. CCCM is interested in understanding vendors' current capabilities, experience in providing similar support, and ability to team or subcontract as needed to meet the requirements. The RFI includes a draft Performance Work Statement outlining the required services. Responses to the RFI will inform CCCM's acquisition planning for the next GSA SmartPay master contract.
