About this file
This is a Request for Information (RFI) issued by the US Army Contracting Command-Aberdeen Proving Ground seeking industry capability information for manufacturing 100-500 Screening Obscuration Modules (SOMs) using Government-Furnished Technical Data Package. The SOM is a miniaturized obscuration generating system that produces visible obscurant clouds by injecting fog oil or diesel into a mini turbine engine's hot exhaust stream (900°F), creating visual degradation effects across 204 meters in length and up to 12 meters in height for 12 minutes without resupply.
The period of performance is 24-48 months and requires a DD Form 254 Contract Security Classification Specification. Interested firms must submit unclassified responses no longer than 5 pages by March 3, 2025, at 5 p.m. EDT to both the Contracting Officer and Contract Specialist. Responses must include company information, business size status, and expertise in obscuration equipment. The image shows what appears to be the SOM system consisting of a tan-colored main unit connected to a green container. This is a market research effort only, not a solicitation, and no payment will be provided for responses.

This is a request for information (RFI) only. This is not an invitation for bids (IFB), request for quotations (RFQ), or request for proposals (RFP). This notice is published in accordance with FAR Parts 10.002 and
15.201 in support of market research. No award is intended as a result of this request as the Government has no intention to pay for information received.
This RFI seeks information on industry’s capability to provide about 100-500 Screening Obscuration Modules (SOMs) via a Government-Furnished Technical Data Package. The SOM is a miniaturized obscuration generating system. It is a mounted and dismounted, man-portable, ground emplaced system which produces a visible obscurant cloud. The obscuration degrades the visual to near infrared portion of the electromagnetic spectrum, 0.04 to 1.2 microns. This obscurant cloud is developed by injecting fog oil or diesel into the hot (approximately 900°F) exhaust stream of a mini turbine engine, which vaporizes the fog oil or diesel. The SOM provides visual degradation effects in an area 204 meters long and from ground level to 12 meters height in ≤95 seconds for a duration of 12 minutes without resupply.
POTENTIAL PERIOD OF PERFORMANCE: 24-48 Months
