DESCRIPTION OF SERVICES: The Contractor shall provide stevedoring and related terminal services to include providing services for vessel loading, vessel discharging, cargo receipt and disposition, cargo washing, cargo staging, transfer of cargo, tallying and checking, and handling of government provided securing material. Provide physical security, facilities, storage/staging, office supplies and equipment in support of Surface Deployment and Distribution Command (SDDC) 839th Transportation Battalion at the Port of Constanta, Romania. The Contractor shall provide sufficient qualified labor, gear and equipment and materials to satisfy the requirements of this contract. The Contractor shall be capable of working multiple vessels simultaneously at multiple locations using 24 hour continuous operations. The Contractor shall be conducting ammunition operations, container operations using all cargo handling methods.
The general scope of S&RTS at Ports of Constanta, Romania includes:
· Vessel Loading and Discharging
· Cargo Receipt and Disposition
· Stuffing/Unstuffing and Stripping Containers
· Cargo Prep/Intra-Terminal Transfer/Drayage
· Lashing/Unlashing
· Inland Conveyance Loading/Discharging
· Cargo Onward Movement
· Yard Management
· Material Handling Equipment Support
· Container Management

Hours of Operation: The contractor may be required to perform services 24 hours per day, seven (7) days per week, 365 days per year to include all official holidays.
Security. Contractor shall screen all employees for indications of criminal, terrorism, or threat- related activity or alliances detrimental to the United States of America. Contractor shall not employ any person under this contract convicted of any of these offenses or who presents any of these unfavorable behaviors, or who is simultaneously a United States Government employee. Anyone refusing screening shall result in denial of applicant’s access for employment and/or termination.
ID Passes and Badges: The Contractor shall ensure employees adhere to all security requirements of U.S. military installations where this contract work is performed. All permanent or temporary personnel hired directly or indirectly by Contractor for work under this contract shall have in their possession, and display when required, a current US Government issued photo TWIC card. Upon termination of employment or completion of this contract, Contractor will surrender all government-issued identification cards, supplies, materials and equipment related to this contract to the COR/ACOR within 24 hours. Contractor workforce must comply with all personal identity verification requirements (background investigations and security checks) as directed by DOD and local policy to secure access for Contractor employees to U.S. Government facilities. Contractor is responsible for all passes issued to their employees under this contract.
Training: The Contractor's employees shall have all training and certificates required by host nation law and applicable industry regulations for operating and handling Contractor furnished equipment, and Government vehicles.
