About this file

This is a Request for Information (RFI) issued by the Maryland Department of General Services (DGS), Office of State Procurement (OSP) to conduct market research for a statewide Road Salt (Rock and Solar) procurement. The RFI, numbered BPM054696, was issued on December 29, 2025, with responses due by January 13, 2026, at 4:00 PM local time. The state intends to solicit and award a fixed-price, indefinite delivery, indefinite quantity contract for the supply and delivery of road salt (rock and solar) to various locations throughout Maryland. The anticipated contract term has not yet been determined but is expected to span multiple years and may include renewal options. The contract award structure may be organized by geographic region, with six regions identified: Region A (Allegany, Garrett), Region B (Frederick, Montgomery), Region C (Anne Arundel, Baltimore, Baltimore City, Carroll, Harford, Howard), Region D (Caroline, Cecil, Kent, Queen Anne's, Talbot), Region E (Dorchester, Somerset, Wicomico, Worcester), and Region F (Calvert, Charles, Prince George's, St. Mary's, Washington). A formal pre-bid conference will be scheduled after the procurement solicitation is posted. Respondents must provide current pricing per ton for both rock salt and solar salt by region, with prices based on current CPU-I and PPI indices.

The RFI emphasizes participation from small businesses, minority-owned businesses (MBEs), and veteran-owned businesses (VSBEs), with specific socioeconomic goals to be determined. The state is considering designating one or more contract portions as Small Business Reserved (SBR). Respondents must provide company contact information, socioeconomic certifications, delivery capabilities by county, current pricing, and feedback on specifications and subcontracting opportunities for increased minority and veteran participation. Respondents should identify any proprietary or confidential information in their submissions and provide justification for non-disclosure under the Maryland Public Information Act. Current contract details are available in eMMA under contract tracking numbers 051638, 051641, and 051640. Submission of an RFI response does not guarantee inclusion in the subsequent formal procurement, and non-submission does not preclude vendors from future procurement opportunities. All responses must be submitted via email to Procurement Officer Tierra Ali-Said at Tierra.Ali-Said1@maryland.gov.
