About this file
This is a Request for Information (RFI) issued by the Virginia Contracting Activity (VaCA) on behalf of the Defense Intelligence Agency (DIA) regarding Risk Management and Internal Control (RMIC) Support Services.
VaCA is conducting market research to identify qualified contractors capable of providing enterprise-wide Enterprise Risk Management (ERM) and Risk Management Internal Controls (RMIC) support to DIA in highly classified environments. The anticipated contract vehicle is a single-award Blanket Purchase Agreement (BPA) with initial issuance to DIA's Office of the Comptroller (CFOCO). The RFI does not constitute a solicitation, RFP, or RFQ, and submissions are voluntary with no guarantee of award or feedback. Responses must be received by October 23, 2026 at 4:00 p.m. EST and are limited to 20 pages, excluding attachments. Submissions should be sent to Dasol Robinson and Shanika Richardson at their listed email addresses with the subject line "RFI Response #2 – RMIC Requirement."
The contractor must demonstrate experience supporting DIA's integrated ERM and RMIC programs across multiple domains including Internal Control Over Reporting (ICOR-FR, ICOR-FS, ICOR-O), non-financial IT systems, Enterprise Risk Management, Fraud Risk Management, and Supply Chain Risk Management. Key requirements include experience with ServiceNow's Integrated Risk Management (IRM) solution as the system of record, DoD governance bodies, GAO frameworks, and on-site work at DIA facilities in classified environments with TS/SCI clearance requirements. The scope encompasses risk assessment and planning, control testing, deficiency identification and reporting, corrective action support, Statement of Assurance (SOA) preparation, repository discipline, quality control, staffing and clearance sustainment, transition services, performance standards, and surveillance methods. Respondents should address corporate capability, technical approach, past performance, staffing model, risks and recommendations, and proposed edits to the draft Performance Work Statement.
