CONTRACTING OFFICE ADDRESS

Department of the Air Force, Air Force Materiel Command, AFRL – Rome Research Site, AFRL/Information Directorate 26 Electronic Parkway, Rome, NY, 13441-4514.

DESCRIPTION

AFRL/RIKF is conducting market research for a potential requirement. Please note this Request for Information (RFI) is for planning purposes only. The information obtained from responses to this notice may be used to form a future acquisition strategy and solicitation, should one be issued.

The Government is considering establishing a Cost-Plus-Fixed-Fee (CPFF) task order with a performance period (PoP) of 5 years. Anticipated funding type is Research Development Test & Evaluation (RDT&E). Please note that the contract type and duration are subject to change as the acquisition strategy is developed.

To fulfill this requirement, Contractor employees will need to obtain Common Access Cards (CACs). Performance will require Top Secret/Sensitive Compartmented Information (TS/SCI) Facility clearance and will require Safeguarding clearance.

CAPABILITY STATEMENTS

AFRL/RIKF is seeking capability statements from all interested parties.

1. Reply by email in a document not exceeding 10 pages. Word or PDF files, with minimal graphics, are preferred.

2. Include the following business information on the cover page: company name, address, CAGE code, point of contact (name, email, telephone), and facility clearance and safeguarding level.

3. Provide a copy of your current DD 2345.

4. Describe your organization’s ability to meet the technical requirements described in Attachment 1. Please do not simply restate the technical requirements in your response. Be sure to:

(a) Describe the type, quantity, experience, and qualifications of personnel/labor categories and other organizational resources that would be used to meet the technical requirements. To scope the magnitude of effort required, for this RFI assume approximately 392,400 labor hours, with industry average burdened rates in the range of $159 - $194 per hour, and other direct costs (including travel) accounting for an additional 10% of burdened labor. Work may need to be performed simultaneously at several Government and Contractor locations across the United States.

(b) Address the availability of personnel with security clearances, to include TS/SCI. It is anticipated that the work would require approximately forty-one (41) cleared Full Time Equivalents (FTEs) within thirty (30) days of contract award, and thirty-one (31) cleared FTEs on day one (1). At a minimum, 80% should be TS/SCI cleared and 20% should be Secret/Collateral. Contractor personnel must be a U.S. Citizen.

(c) Identify any areas which likely would require subcontracting or a teaming arrangement. State if it would be possible to fulfill anticipated subcontracted/teaming requirements with another prime contractor on the same contracting vehicle.

(d) Include a brief (i.e. no more than 1 page total) description of your organization’s quality control, risk management, and safety practices as they would be applied to this effort.

(e) Confirm that your organization’s business systems currently are approved for performing a cost-type contract/task order.

(f) Describe how your organization could meet a fluctuating workload driven by factors such as budget variations; diverse customer base and technology interest areas; transition opportunities; and operational feedback. For illustration, workload demands may require the Contractor to provide additional, cleared, qualified full-time equivalents (FTEs) for 30 - 120 day periods to address emergent problems.

(g) Include any information that would help maximize the effectiveness of the anticipated solicitation and resulting task order, as well as any information required from the Government to support proposal development.

4. Identify up to three (3) customers for similar work performed within the past three (3) years. Provide the following: customer name and current contact information, contract/project number, overall value and performance period, description of the work, and brief description of relevance to this requirement.

5. Please submit your response to steven.appler@us.af.mil and erica.ogundadegbe@us.af.mil by 23 MAY 2024.

It is important to note that this Request for Information is not a Request for Proposal. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Request for Information is voluntary. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government’s use of such information.
