About this file
This file is a Request for Information (RFI) log for a VA Healthcare Systems boiler expansion project (Project #546-22-110) at the Miami VA location. The solicitation (36C24825R0079) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and involves constructing a new boiler building and controls in the old incinerator area. The RFI contains 103 detailed questions and answers covering multiple technical disciplines including mechanical, electrical, structural, plumbing, fire protection, security, architectural, and building systems integration.
Key technical details include constructing new boilers with temporary boiler systems, complex integration requirements for building automation systems, security infrastructure, fire protection systems, and extensive commissioning processes. The project has a 730-calendar day period of performance with $10,000 per day liquidated damages, requires comprehensive submittals, and involves working within an active VA healthcare facility with strict operational constraints. Critical project elements include contaminated soil management, utility shutdowns, groundwater monitoring, and coordination with VA clinical operations, with all construction materials and equipment being the prime contractor's responsibility and required to comply with approved drawings and specifications.

| 001 | 1/8/26 | Regarding ATTACHMENT 8 - Drawings 1 of 3; ATTACHMENT 9 - Drawings 2 of 3; ATTACHMENT 10 - Drawings 3 of 3: It would appear the drawings that were issued with the solicitation package on 12/16/2025 are not full size and are also not searchable (OCR-enabled) PDFs. We respectfully request a full size set of searchable drawings. | Submitted Drawings were checked and no discrepancy was found. | 1/9/26 | ERROR:#VALUE! |
| 002 | 1/8/26 | Regarding Addendum 1 and Addendum 2 and the accompanying documents for each: These addendums contain updates / revisions to the drawings and specifications. We respectfully request a conformed (Issued for Construction) set of full size searchable drawings and a conformed (IFC) set of specifications. | Submitted Drawings and Addendums were checked and no discrepancy was found. Pls reference to the submitted documents. | 1/9/26 | ERROR:#VALUE! |
| 003 | 1/8/26 | SF 1442 establishes a mandatory Period of Performance of 730 calendar days from Notice to Proceed. The Contract Documents, however, include multiple specification-driven activities that must occur in a strictly sequential manner and cannot be meaningfully overlapped without deviating from the requirements of the Contract. The work requires completion and approval of coordinated layout drawings prior to preparation of delegated hanger and support design calculations as required by UFGS 23 21 11. The delegated design calculations cannot be finalized until routing, loading, and support spacing are established through the coordinated layout process. These activities are therefore inherently serial and must be completed in full before permanent mechanical and electrical installation may commence. In addition, the Contract requires installation, startup, commissioning, and Government acceptance of temporary boiler systems prior to any demolition or disruption of existing steam systems. The temporary boiler systems function as a complete operational utility plant and must be fully accepted before permanent system cutovers may begin, further extending the front-end critical path of the project. The back-end of the project is similarly constrained by specification-mandated sequencing. Permanent boiler plant startup must be followed by VHA Boiler Plant Safety Device Testing. Any deficiencies identified during safety device testing require corrective action and subsequent re-testing prior to proceeding to functional performance testing. Only after completion of functional performance testing may Owner training, O&M documentation, and the required 21-day operational proving period occur. These activities are sequential in nature and cannot be compressed without compromising safety, operational reliability, or compliance with the Contract Documents. When the cumulative duration of these required serial activities is considered, the Contractor is concerned that the 730-calendar-day Period of Performance may not reasonably accommodate the full scope of work as specified, particularly when coupled with liquidated damages of $10,000 per calendar day. Clarification is requested as to whether the Government intends the stated Period of Performance to include all required commissioning, testing, corrective action, training, and the full 21-day operational proving period, or whether additional consideration is contemplated to align the Period of Performance with the specification-required sequencing of the work. | Project Period of Performance shall include all required commissioning, testing, corrective action, training, the full operational period and close out documents. | 1/9/26 | ERROR:#VALUE! |
| 004 | 1/8/26 | The Contract establishes liquidated damages of $10,000 per calendar day for late completion while also requiring continuous operation of temporary boiler systems until permanent system acceptance. Extended operation of temporary boiler systems results in substantial, unavoidable daily costs to the Contractor, including equipment rental, consumables, required inspections, and preventive maintenance. These costs are incurred specifically to maintain uninterrupted Medical Center operations and directly mitigate the impacts that liquidated damages are intended to address. Given that extended temporary boiler operation already imposes significant daily costs that function as a form of liquidated damages, clarification is requested as to whether the Government intends: to reduce the daily liquidated damages rate, to suspend liquidated damages during periods when temporary boiler systems are operational and maintaining full service, or to allow documented temporary boiler operation costs to offset liquidated damages on a dollar-for-dollar basis. This clarification is requested to avoid double-counting of delay impacts and to align the liquidated damages structure with the actual operational risks addressed by the temporary boiler systems. | Government does not intends to remove, reduce or temporary suspend the daily liquidated damages rate. They are meant to protect the Government against Prime Contractor's Actions that will jeopardize VA Critical mission. | 1/9/26 | ERROR:#VALUE! |
| 005 | 1/8/26 | The Contractor requests clarification on payment for boiler equipment work-in-place during fabrication: Boiler manufacturers require milestone payments for items such as engineering, submittals, major equipment procurement, and fabrication/readiness for shipment, which occur prior to delivery to the site. Please confirm whether the Government will allow progress payments for completed and accepted milestone deliverables, provided the equipment is identified and maintained in a bonded warehouse or manufacturer’s facility in accordance with FAR payment-for-work-in-place requirements. If acceptable, the Contractor proposes to include these items in the Schedule of Values as defined milestone payments tied to verifiable deliverables. Please advise whether this approach is acceptable under the solicitation. | Government will allow progress payments only on completed or purchased items, provided the items or equipment are properly identified and maintained in a bonded warehouse or manufacturer’s facility at no cost to the government. Also, government shall not be responsible for any storage damage; if it happens, the Prime Contractor shall be responsible to restore or purchase the equipment and any time delay associated. | 1/9/26 | ERROR:#VALUE! |
| 006 | 1/8/26 | Factor 2: Past Performance (Relevant and Recent): In lieu of completed Past Performance Surveys, we respectfully request that the Government allow for the submission of CPARS evaluations.
