About this file
This is a Request for Information (RFI) issued by the California Department of General Services, Procurement Division (DGS-PD) for a statewide contract for Envelopes, Recycled Paper. The RFI is specifically targeting a future Invitation for Bid (IFB) for envelopes with mandatory use by the Office of State Publishing (OSP), Employment Development Department (EDD), and Department of Motor Vehicles (DMV). The contract is expected to be a three-year term with two optional one-year extensions, with the solicitation planned for release in August 2025. Interested suppliers are required to complete input cells in multiple tabs, including bidder information, a questionnaire, technical specifications, and a product list. The RFI response deadline is 5:00 PM PST on May 27, 2025, with submissions to be emailed to willie.orphe@dgs.ca.gov.
The RFI seeks to gather market intelligence about environmentally preferable envelope products, with a specific focus on recycled paper envelopes containing 30% or greater post-consumer recycled content. The document outlines 30 different envelope specifications, including various sizes (#9, #10, #11), window and non-window options, and different colors (white, manila, brown kraft) with specific tint and construction requirements. The state is particularly interested in suppliers' capabilities for Just-In-Time (JIT) delivery, sustainability certifications, environmental and social governance (ESG) programs, and potential subcontracting opportunities for California Certified Disabled Veteran Business Enterprises (DVBE) and Small Businesses (SB). Suppliers are encouraged to provide detailed information about their product capabilities, market challenges, delivery timeframes, and any certifications related to recycled content and sustainability.
