About this file

This document is a Request for Information (RFI) issued by the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) to survey the market for vendors capable of providing updates to the Gulf of Mexico Oceanographic Study (GOMOS) 2014 database. The objective is to acquire GOMOS 2020 updates, which will include hindcast data for tropical, extratropical, and operational conditions from 2014 through 2023, along with an extended shallow water archive. BOEM and BSEE are seeking cost-effective solutions from interested vendors, who must have the capability to perform this work. Responses to the RFI are due by June 7, 2024, and BOEM/BSEE may choose to hold one-on-one exchanges with potential vendors as part of their market research efforts. This RFI is not a solicitation and does not commit the government to issuing a contract.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

INTRODUCTION

The Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE), Federal bureaus within the United States Department of the Interior (DOI), serve as the stewards for America’s offshore mineral and energy resources on the Outer Continental Shelf (OCS) and are one of the top revenue collectors for the United States. BOEM and BSEE together manage activities that range from the initial geological and geophysical analysis of Outer Continental Shelf (OCS) resource potential, the leasing process, and monitoring the safety of offshore facilities and protecting our coastal and marine environments.

BSEE, through the Technical Services Division (TSD) maintains a sophisticated information technology (IT) environment through largely centralized management of budget, hardware lifecycle, system and software development, and operations. This environment services both Bureaus in support of mission critical activities. In FY 14 BSEE acquired the Gulf of Mexico Oceanographic Study 2008 (GOMOS08) in a database format. In FY17, BSEE acquired the Gulf of Mexico Oceanographic Study 2014 (GOMOS14) Update, in a database format. GOMOS was acquired to assist BSEE’s ability to consistently and effectively evaluate the structural designs or assessments submitted to the Bureau by Gulf of Mexico operations under the requirements of Subpart I of CFR 250.

SOURCES SOUGHT INFORMATION

BOEM/BSEE is issuing this RFI as part of market research in accordance with federal acquisition regulation (FAR) Part 10 to determine the availability of vendors to provide the required GOMOS update.

OBJECTIVE

The main objective of this RFI is to survey the market for potential vendors with cost-effective solutions to acquire updates to the GOMOS2014 database. The updated hindcast, GOMOS2020 (thru 2023 year), provides updates for years 2014-2023. GOMOS_USA update from GOMOS2014 to GOMOS2020 hindcast datasets for the following:

• Tropical (TROP) time series of winds, waves, surge, and 1-D or 2-D currents, provided for hindcasts of all GOMOS2020 tropical storms from the period 1900-2023. Output is a 15-minute time step in ASCII format, run on the GOMOS_USA 7km grid which covers US waters at and north of 25 North (Figure 1). The total archive contains 16,847 grid points.

• Extratropical (EXT) time series of winds, waves, surge, and 2-D currents, provided for hindcasts of all GOMOS2020 extratropical storms from the period 1950-2023. Output is a 15-minute time step in ASCII format, run on the GOMOS_USA 7km grid which covers US waters at and north of 25 North (Figure 1). The total archive contains 16,847 grid points.

• Operational (OPR) time series of winds, waves, surge, and 2-D currents, provided for hindcasts of 42 continuous years from the period 1980-2023. Output is a 1-hourly time step in ASCII format, run on the GOMOS_USA 14km grid which covers US waters at and north of 25 North (Figure 2). The total archive contains 4,267 grid points.

Also included will be the extended shallow water archive for the aforementioned three (3) hindcast datasets.
