About this file

This is an Industry Request for Information (RFI) issued by FEMA's Logistics Operations Division seeking commercially available rapidly deployable shelter solutions for disaster victim housing. The RFI document number is 07.07.26, and it is exploratory in nature with no formal procurement timeline specified.

FEMA seeks shelter alternatives that improve survivor safety, comfort, durability, and operational efficiency for use in austere and post-disaster environments. Core requirements include integrated or elevated flooring to prevent water intrusion; units weighing approximately 600 pounds or less; engineered wind and rain resistance using robust anchoring systems; passive ventilation with insect screening; lockable entry points and waterproof storage; and capacity to accommodate a family of five with flexible interior layouts. Shelters must operate across multiple climate zones including tropical, temperate, desert, arctic, and high-wind/heavy-rain environments. Vendors must demonstrate verifiable experience fulfilling large order surges with established manufacturing and shipping timelines.

The RFI requests 18 categories of detailed information including product specifications, environmental performance certifications, production capacity for orders of 100, 500, and 1,000 units with lead times under normal and surge conditions, approximate unit pricing and volume discounts, transportation capabilities to continental U.S., Alaska, Hawaii, territories, and overseas locations, dimensions and weight specifications, installation requirements and timelines, site preparation needs, electrical compatibility, available amenities and accessories, durability and reusability features, and operational experience. Responses must include a cover sheet with company name and address, UEI number, point of contact information, socioeconomic business classification, and applicable GSA Schedule or contract numbers. Responses should be marked "Rapid Sheltering Alternatives" in the subject line and submitted as unclassified with proprietary information clearly identified. All submitted information is subject to Freedom of Information Act disclosure.

Industry Request for Information:

Rapid Sheltering Alternatives Background The Federal Emergency Management Agency (FEMA) is exploring commercially available alternatives to its current expeditionary tent systems used for the immediate sheltering of disaster survivors. FEMA seeks information on rapidly deployable shelter solutions that can improve survivor safety, comfort, durability, and operational efficiency while remaining suitable for austere and post-disaster environments.

Potential vendors should be able to provide verifiable and successful examples of meeting large surges in order fulfilment, manufacturing and shipping timelines.

Potential product solutions should be capable of supporting operations in a wide range of climates—including tropical, temperate, desert, arctic, and high-wind and rain environments—and should emphasize rapid deployment/ease of transportation and minimal set-up and site requirements, and long-term reusability.

Basic shelter requirements include, but are not limited to:

Requirement Functionality Consideration

Flooring Integrated or elevated flooring to reduce flooding, mud intrusion, and moisture damage during prolonged rainfall.

Weight Units weighing approximately 600 pounds or less are preferred to improve transportation efficiency and deployment timelines.

Wind & Rain Resistance

Engineered to withstand high winds, heavy rainfall, and tropical environments using robust anchoring systems rather than relying solely on ballast.

Ventilation Passive ventilation (e.g., screened ridge or roof vents) to reduce interior heat while preventing insect intrusion.

Storage & Security Lockable entry points and waterproof storage options for occupants’ personal belongings.

Capacity Accommodate a family of five while providing flexible interior layouts or multiple rooms where practical.
