REQUEST FOR INFORMATION

RFI#: TBD

Title: Queue Management Support for Disaster Recovery Centers

Overview:

The United States Department of Homeland Security (DHS), on behalf of the Federal Emergency Management Agency (FEMA), intends to procure the software to support the Queue Management for the Disaster Recovery Centers. This is a market research survey/sources sought notice for informational purposes only and shall not be construed as a Request for Proposal. FEMA is issuing this Request for Information (RFI) in accordance with the FAR 10.002(b)(2) to determine the commercial viability of the agency’s requirement description as well as to determine whether there could be small business entities that have capabilities to meet the agency requirements.

FEMA anticipates that all services described in the attached draft Statement of Work (SOW) will be required to support a modern queue management for the Disaster Recovery Centers (DRC) to service disaster survivors in a timely and effective manner following natural disasters, acts of terrorism, or other emergencies.

The vendor will need to meet the requirements outlined in the draft SOW, to include supporting all of the required labor categories and broad capabilities listed in the draft SOW for multiple concurrent orders with varied scope and complexity at multiple locations. Currently, two large businesses are partnered together to form a Contracting Teaming Agreement (CTA). This CTA has a consortium of multiple subcontractor companies that have been selected for this contract.

Requirement:

The purpose of this requirement is to deliver, implement, and sustain Queue Management System (QMS) software which includes the ability to streamline traffic in the DRCs. FEMA requires the ability for disaster survivors to schedule appointments and check into a DRC without having to wait in the facility or stand in long lines. Because of the COVID-19 pandemic, and in anticipation of future ones, the DRCs must provide modern QMS technologies to help maintain social distancing, provide online options for survivors to check in, wait, and interface with agents, and ultimately eliminate over-crowding and maintain maximum occupancies of facilities. FEMA’s DRCs are not static locations, the number of sites and where they are located shift depending on disaster requirements and needs. In addition, staff at the DRCs can change. FEMA requires the ability to add, update, change and remove active DRCs during the life of a disaster.

Contract Type:

FEMA anticipates to award to a qualified source a hybrid type Firm Fixed Price (FFP) and Labor Hours (LH) Task Order to deliver the Queue Management solution to include locations within the Continental United States (CONUS) including the US Territories, and its commonwealths.

Estimated Period of Performance:

The estimated period of performance will consist of one (1) one-year base period and four (4) one-year option periods from the date of award. However, the Government's decision to continue with the contract, upon annual review, will be based upon successful performance during each previous year and continued need.

Again, this notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes.
