A site visit/pre-proposal meeting is scheduled for November 4th, 2025, at the Mesa County Landfill, with proposals due by November 19th, 2025. The initial contract term is one year, with potential for up to four additional one-year renewals, and an anticipated contract start in the first week of January 2026.
The contract will have a base year budget not exceeding $100,000 for routine services, with potential for up to a 10% annual increase in option years. Special projects will be funded separately and are not included in the annual base budget. Pricing will be structured around hourly rates for relevant positions, with contractors required to propose routine services and special projects in writing by July 15th each year for inclusion in the county's annual budgeting process. The current incumbent contractor is Weaver Consultant Group, and the county reserves the right to award the contract based on maximizing the purchasing value of public funds. Subcontracting is allowed but with limitations, particularly regarding direct communication with the county. The evaluation will focus on price, technical capabilities, and prior experience, with the intent to select the most responsive, responsible, and best-value offeror.

RFP-2533-SH Questions Received with Replies
October 30th, 2025
1. Is there an incumbent contractor providing these services for Mesa County under a similar contract?
· Weaver Consultant Group
2. Will proposing firms’ qualifications be evaluated based on the full Scope of Services presented in Section 4.3.1, or only the “Routine Tasks” listed in Section 5.1?
· Qualifications will be evaluated based on the full Scope of Services
3. Can proposing firms utilize subcontractors for specialized tasks listed in the scope of services?
· While subcontracting is not expressly prohibited under this solicitation, it is important to note that any resulting contract will be between the County and the Prime Contractor only. The County will not have a contractual relationship with any subcontractor and, therefore, cannot provide response to, direction to, or communicate directly with subcontractors regarding the performance of services.
Given that the requested services require frequent, direct, and potentially emergent (on-call) communication with the County to ensure effective performance, any work subcontracted should be limited to tasks that do not require such direct interaction. If the Prime Contractor elects to utilize subcontractors for portions of the work that involve communication with the County, the Prime Contractor must be actively involved and present in those communications.
Per General Contract Terms and Conditions 2.12, the County does need to be aware of and approve subcontracting
