About this file
This document is a Request for Information (RFI) containing 20 detailed questions for potential contractors regarding federal financial management and accounting services. The RFI seeks comprehensive information about industry capabilities for supporting federal agency financial operations, with a specific focus on performance in the Washington, D.C./National Capital Region area. Key areas of inquiry include experience with financial statement audit readiness, accounting operations, financial reporting, cost accounting, internal control activities, financial management systems (particularly SAP-based environments), quality control processes, staffing approaches, transition management, risk identification, and recommended industry best practices.
The questions are designed to gather in-depth insights about potential contractors' capabilities in supporting complex federal financial management requirements, with emphasis on technical expertise, operational continuity, and ability to support various financial reporting and systems challenges. Respondents are expected to provide detailed descriptions of their experience, approach to critical functions, potential risks and mitigations, and recommendations for improving the draft Performance Work Statement (PWS). The RFI also requests labor mix recommendations and budgetary rate information to assist in developing an Independent Government Cost Estimate.
