About this file

This document is a Request for Information (RFI) issued by the National Oceanic and Atmospheric Administration (NOAA) to gather information from industry on radar systems that can be used for small Uncrewed Aircraft Systems (sUAS) operations at sea.

The key requirements include: compatibility with NOAA's existing ship radars, such as X-band and S-band models, as well as the RPU-013 processing unit; the ability to seamlessly integrate with these existing systems; support for Beyond Visual Line of Sight (BVLOS) operations in a "due regard" setting to ensure the safety of sUAS and non-participating aircraft; and suitability for use in a marine environment. The anticipated NAICS code is 541900 - All Other Professional, Scientific, and Technical Services, with a size standard of $19,500,000.00. Interested parties must be registered in the System for Award Management (SAM) and are required to submit capability statements by May 10, 2024 at 12:00PM ET.

Question 1: Could you clarify what is meant by “fully compatible with NOAAs existing ship radars”?

We understand some customers want them to work together from a sensor fusion perspective, while others merely want assurance that they do not conflict. Please advise.

Government Answer:

A system that utilizes the current radar system and would utilize the raw data from that system to identify manned or unmanned aircraft without changing the ships capability to simultaneously use the radar for its original purpose. Per IMO and SOLAS, the shipboard radar is a required carriage system that is used during SAR operations to trigger and track a Search and Rescue Radio Transponder (SART), this functionality cannot be interrupted or interfered with should a proposal intend to use the installed shipboard radar. If a proposal intends to use a separate or stand-alone solution, that solution must not interfere with the shipboard 3cm radar system.

Question 2: Please clarify “seamlessly integrate with the existing ship radar systems and processing units such as RPU-013.”We have an understanding that some require specific data to be sent to a specific C2 in use or in a specific data format. If so, please advise on the C2 platform and/or what data format is required.

Government Answer:

There is no intent for real time interaction directly from the proposed radar solution to the UAS. The radar solution would at this time just inform the operator who in turn would take the corrective actions as needed. The “seamlessly integrate” is related to the answer to question 1.

Question 3: What are the range expectations? What is the sUAS estimated size (group 1, 2, 3, etc.)?

Government Answer:

Range from 0nm to 150nm. Groups 1, 2 and 3.
