About this file
This document is a Request for Information (RFI) for the Rossville Park - Phase 1 (Park Amenities RFP) project in Walker County, Georgia. The RFI provides responses to questions submitted by the building contractor regarding the project requirements, such as permitting responsibilities, utility locations, working hours, and special inspections. The project involves the design and construction of a playground, splash pad, and pavilion at the new Rossville Park, with the county intending to purchase the proposed amenities through a cooperative purchase agreement. Proposals for the design-build project are due to the county's project consultant, Barge Design Solutions, by March 27, 2024.
The RFI confirms that the site contractor will be responsible for bringing utilities to within 5 feet of the building, and that the building contractor will provide the finished concrete slab. Prevailing wage rates are not required, but payment and performance bonds will be needed. The county is in the process of obtaining a geotechnical report, and the proposal should assume a 2,000 lb soil bearing capacity in the absence of the report. The project is funded with a federal ARPA-SLFRF grant, and any cooperative purchasing contract that meets federal procurement requirements for this funding source will be acceptable.

a. Building Contractor will typically provide all the documentaon, but the owner will submit and pay for permits. If there are any comments or revisions needed, Building Contractor will provide responses and revisions, but typically has the owner re-submit. Because we are a naonal company subming to the local building department makes this a challenge.
Response: The building contractor will need to submit permit plans to Barge Design Soluons. Barge Design Soluons will incorporate the building design drawings into perming package that will include site design drawings and Barge Design Soluons will submit for permits. Perming fees will be paid by the Owner, Walker County.

7. Can spoils from excavang be discarded on site or will they need to be hauled off?
Response: Include a separate cost in the proposal to haul spoils off site and the esmated quanty of spoils ancipated. We will try to coordinate with the site contractor on using the spoils as fill material, but in case the ming of this does not work we need to have an established cost in your proposal to haul the spoils off site.
