About this file

This is a Request for Information (RFI) document soliciting vendor responses regarding a Tax Calculation Solution for federal government use.

The RFI contains 15 technical questions addressing core system capabilities, including federal income tax calculations for corporations and individuals across multiple tax years with complex provisions (Alternative Minimum Tax, Net Operating Losses, credits, international tax rules); audit support features with examination reporting and adjustment tracking; data security and PII protection; multi-year calculations with what-if scenario comparisons; loss and credit carry-forward/back functionality; step-by-step calculation explanations; full traceability from tax law through implementation; computation documentation; input data validation and variance analysis; real-time updates to federal tax laws and regulations; tax logic versioning by tax year; processing of structured data formats (XML, MeF schemas); extraction from unstructured sources (PDFs, scanned documents); anomaly detection and unusual tax position identification; and high-volume batch processing with peak workload scalability.

The second section addresses acquisition and procurement strategy considerations, requesting vendor input on existing contract vehicles (GSA MAS, GWACs such as SEWP or CIO-SP3, BPAs, agency-specific IDIQs); small business and socio-economic status designations; teaming and partnering arrangements; contract type recommendations (Firm-Fixed-Price, Time-and-Materials, Hybrid); pricing structure and licensing models (per-user, enterprise, subscription-based) with rough order-of-magnitude estimates for software licensing, maintenance, support, integration services, and training; volume discounts; base and option period recommendations; scalability approach; implementation timelines and transition strategies; data rights and licensing restrictions; and general industry recommendations for improving acquisition strategy.

TECHNICAL RFI QUESTIONS

1. How does your Tax Calculation Solution calculate federal income tax for corporations and individuals across multiple tax years, including complex rules such as Alternative Minimum Tax (AMT), Net Operating Losses (NOLs), credits, and international tax provisions?

2. Explain how your Tax Calculation Solution provides audit support features such as generating examination reports, tracking adjustments, and linking those adjustments to tax calculations.

3. Demonstrate how your Tax Calculation Solution protects sensitive tax data (e.g., PII), including encryption, access controls, and compliance with federal security standards.

4. How does your Tax Calculation Solution perform multi-year tax calculations and allow side-by-side “what-if” scenario comparisons across different tax positions?

5. Demonstrate how your Tax Calculation Solution calculates losses and credits and automatically carries them forward and back (e.g., NOLs, credits, deductions) with full history and audit support.

6. Explain how your Tax Calculation Solution provides clear, step-by-step explanations for each calculated value, including applied tax laws, formulas, and intermediate steps.

7. How does your Tax Calculation Solution support full traceability from tax law and regulations through implementation to final calculation results?

8. Demonstrate how your Tax Calculation Solution documents all computations leading to the final output.

9. Describe how your Tax Calculation Solution validates input data and flags inconsistencies between source data, calculated results, and expected filing outputs (i.e., variance analysis).

10. How does your Tax Calculation Solution provide real-time updates to federal tax laws, regulations, and rulings?

11. Demonstrate how your Tax Calculation Solution updates tax logic when laws change and how it supports versioning based on the applicable tax year(s).

12. Explain how your Tax Calculation Solution imports and processes structured tax data formats (e.g., XML, MeF schemas) directly into the calculation engine.

13. How does your Tax Calculation Solution extract and use data from unstructured sources (e.g., PDFs, scanned documents)?

14. Describe how your Tax Calculation Solution detects anomalies and identifies unusual tax positions (rules-based, statistical, or machine learning).

15. How will your Tax Calculation Solution handle high-volume batch processing and scale during peak workloads?

ACQUISITION & PROCUREMENT STRATEGY

CONSIDERATIONS

In addition to technical capabilities, the Government seeks industry input to inform acquisition strategy, contract structure, and procurement approach. Vendors are requested to address the following:

Existing Contract Vehicles

1. Identify any current contract vehicles through which your solution is available (e.g., GSA MAS, GWACs such as SEWP or CIO-SP3, BPAs, or agency-specific IDIQs).

2. Provide contract number(s), ordering agency, period of performance, and contract ceiling, if applicable.

3. Indicate whether your firm participates as a prime contractor or subcontractor.

Small Business & Socio-Economic Status

4. Identify your business size and socio-economic designation (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB).

5. Describe your experience performing under small business set-asides.

6. If other than small business, describe your approach to small business participation, including subcontracting or teaming strategies.

Teaming & Partnering Approach

7. Indicate whether teaming arrangements are anticipated to meet the full scope of this requirement.

8. Identify any key partners or subcontractors and their roles.

Recommended Contract Type

9. Provide recommendations on contract type (e.g., Firm-Fixed-Price, Time-and-Materials, Hybrid) for the overall effort and/or specific components (software, integration, support, training).

10. Include rationale for the recommended approach.

Pricing Structure & Licensing Model

11. Describe your pricing structure (e.g., per-user, enterprise license, subscription-based).

12. Provide rough order-of-magnitude (ROM) pricing for:

o Software licensing o Maintenance and support o Integration services o Training

13. Identify any volume discounts or tiered pricing options.

Period of Performance

14. Recommend an appropriate base and option period structure.

15. Describe how your solution supports scalability in users and functionality over time.

Implementation & Transition

16. Provide estimated timelines for initial deployment, integration, and full operational capability.

17. Describe your approach to transitioning from an existing or incumbent solution, including data migration and user onboarding.

Data Rights & Licensing Considerations

18. Identify any restrictions related to software licensing, data rights, or intellectual property that may impact Government use.

Industry Recommendations

19. Provide any additional recommendations to improve acquisition strategy, contract structure, or evaluation approach for this requirement.
