Surface Ship Corrosion Mitigation Program In Support of Commander, Naval Surface Force, Atlantic
1. Background. Commander, Naval Surface Force, Atlantic (CNSL) recognizes the need to improve the topside condition of ships by treating and preventing corrosion. Commander, Naval Surface Force, Pacific has already established a successful corrosion prevention training program with their fleet. CNSL intends to replicate that success by requesting contractor services to assess ship condition and train ships’ forces to identify and remediate areas of corrosion.
2. General. Commander, Naval Surface Force, Atlantic seeks services and supplies for a Surface Ship Corrosion Mitigation Program. CNSL N43 will identify specific ships and maintenance periods for each assessment event, targeting Continuous Maintenance availabilities periods (CMAV) or other WOO. There will be twelve (12) assessment events and training sessions to Ship’s Force on (8) Combatant ships and four (4) Amphibious ships, with the goal of one assessment event per ship per month on a yearly basis. In conjunction with the Ship’s Force training on use and application of corrosion control inhibiting product, a six-month supply of corrosion inhibition material for remediation of corrosion will be provided for designated CNSL ships to be utilized by Ship’s Force on an as needed basis.
3. Places of Performance. The work to be performed under this contract will be performed onboard CNSL surface ships in Fleet Concentration Areas to include:
1. Naval Station Norfolk, VA
4. Period of Performance. The period of performance will consist of a 12 month base and 12 month option period.
5. Scope. The following task areas apply to this effort:
Task Area 1 - Corrosion Assessment Task Area 2 - Crew Familiarization and Training Task Area 3 - Post-Application Corrosion Assessment Task Area 4 - Corrosion Prevention Supplies
6. Tasks. For each assessment event, the contractor shall provide corrosion inhibitor and preservation Subject Matter Experts (SME), equipment, supplies, facilities, transportation, tools, materials, corrosion inhibiting material application, supervision, and other items and non-personal services necessary to perform a corrosion assessment, crew familiarization and training on corrosion inhibiting products application, conduct a post-application corrosion assessment, and provide an application starter kit. The goal of the initial and post assessments will be to show progress and not to resolve all corrosion. Further work will be completed by ship’s force with their newly acquired training. The Government’s intent is to conduct one assessment event per month. Each assessment event will be five (5) days, eight (8) hours per day.
6.1. Corrosion Assessment. Conduct an initial topside corrosion baseline assessment and document observed corrosion damaged areas. Initial baseline corrosion assessment of each ship using scanning monitoring software and preliminary pdf report (with pictures). The assessment summary (with pictures) report will be provided to CNSL N43 Corrosion SME.
6.2. Crew Familiarization and Training. Provide Ship’s Force with initial Mil-Spec approved corrosion inhibiting product and material familiarization training. The contractor will provide corrosion control inhibiting product applicable to the Amphibious or Combatant ship for use by Ship’s Force during the assessment event. Contractor’s instructors will provide enhanced hands-on demonstration, training and oversight in support of initial corrosion control inhibiting products application by Ship’s Force of selected corroded areas indicated by initial baseline assessment.
6.3. Post-application Corrosion Assessment. For each ship, conduct a post-application corrosion assessment that includes the number of Ships Force trained with pictures and locations of work accomplished using scanning monitoring software and preliminary pdf report (with pictures to include: before, during and after use of MIL-PRF-16173 or MIL-PRF-81309 approved products). The contractor shall deliver the data results and/or reports from the scanning monitoring software for the corrosion assessment within 14 days upon completion of performance of each ship to CNSL N43 Corrosion SME.
6.4. Corrosion Prevention Supplies. Each ship will be provided corrosion prevention supplies after each training session. Specific products are defined below, with approximate 6-month application surface area coverage in the table following. Specific quantities shall be tailored to each ship based on the initial assessment results.
6.4.1. Application/starter Kit – a tool backpack with all required equipment for application of the corrosion prevention materials including but not limited to: spray tool, gloves, scissors, putty knife, wire brush, shop towels, wipes.
6.4.2. MIL-PRF fluid – a sprayable fluid approved under MIL-PRF-16173 or MIL-PRF-81309 for rust inhibition.
6.4.3. 2 inch MIL-PRF impregnated tape/wrap – a 2 inch wide and minimum 10 foot long tape that is infused with MIL-PRF-16173 or MIL-PRF-81309 approved material that can be wrapped around irregular shapes for protection.
6.4.4. 6 inch MIL-PRF impregnated tape/wrap – a 6 inch wide and minimum 10 foot long tape that is infused with MIL-PRF-16173 or MIL-PRF-81309 approved material that can be wrapped around irregular shapes for protection.
6.4.5. MIL-PRF paste – a thick paste infused with MIL-PRF-16173 or MIL-PRF-81309 approved material to prevent corrosion.
6.4.6. Accessory materials – other consumable materials provided at the discretion of the contractor that provide convenience or supplement the goals of corrosion prevention, including but not limited to:
6.4.6.1. MIL-PRF wipes – a disposable wipe infused with MIL-PRF fluid that can clean surfaces and leave behind the approved material coating.
6.4.6.2. Hard wraps – for protection and support of static components
6.4.6.3. Paint – polysiloxane paint for topcoat of wraps

7. Deliverables. Deliverables will be provided per Assessment Event.
7.1. Preliminary pdf report (with pictures) to CNSL N43 Corrosion SME.
7.2. Post-Application pdf report (with pictures) to CNSL N43 Corrosion SME.
7.3. Corrosion Prevention Supplies
8. Quality Control. Contractor shall develop and maintain an effective quality control program to ensure services are performed, and material and products are in accordance with the contract, PWS, and task order. Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services/products. Contractor’s quality control program is the means by which their work complies with the requirements of this contract. After acceptance of the quality control plan by the TPOC, the contractor shall receive the Contracting Officer’s (KO) acceptance in writing of any proposed change to the company’s Quality Assurance system.
9. Hours of Operations. Contractor is responsible for conducting business between the hours of 0730-1600, Monday through Friday, except Federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
10. Security Requirements. Contractor personnel performing work under this contract must have base access at time of the proposal submission and must maintain the level of security required for the life of the contract.
11. Physical Security. Contractor shall obey all rules and protocols of Naval Surface Force ships and bases.
12. Identification of Contractor Employees. All Contractor personnel are required to identify themselves by wearing PPE that easily identifies them as a member of the Contractor’s team, including vest / jacket with visible company logo on front and back and a name tag with the Contractor’s name to avoid creating an impression in the minds of members of the public that they are Government employees.
13. Data Rights. The government has unlimited rights to all documents and materials produced under this contract. This includes, but does not limit, that the data from corrosion assessment, produced under this contract, shall be government owned and are the property of the government with all rights and privileges of ownership belonging exclusively to the government. These documents and materials may not be used or sold by contractor without written permission from the contracting officer. All materials supplied to the government shall be the sole property of the government and may not be used for any other purpose. This right does not abrogate any other government rights.
14. Government Furnished Items and Services. The Government will provide the necessary workspace for Contractor to be able to perform a corrosion assessment and training of Ship’s Force aboard CNSL ships, including providing the Ship’s Force trainees, in accordance with the PWS.
