About this file

This is a Request for Information (RFI) issued by the U.S. Air Force to conduct market research for teardown, test, evaluation, and repair services of Adapter Assembly Part Number 129-8000-1 (NSN 4920-01-546-9234RN), used for Hush House/Test Cell Engine startup operations.

The government seeks to identify potential sources with expertise and capabilities to meet qualification requirements for a five-year repair contract consisting of a basic order for 3 units and four ordering periods with 2 units each. The current qualified source is ATEC, INC. (American Turbo Systems, Inc.) located in Stafford, Texas (CAGE 09552). The Repair Method Code is R3 (repair for second or subsequent time directly from actual manufacturer) with Repair Method Suffix Code D, indicating data limitations that prevent competitive solicitation. Responses to the Contractor Capability Survey must be submitted via email to Lindsey Waybright (PCO) at lindsey.waybright@us.af.mil and Erica Shumate (Contract Specialist) at erica.shumate@us.af.mil by close of business August 30, 2025. The RFI explicitly states the government does not intend to award a contract based on this response or pay for information submitted.

The capability survey requires business information including CAGE code, size status (small business, 8(a), HUBZone, VOSB, SDVOSB certifications), and detailed responses addressing general capabilities, quality assurance processes (ISO 9001, AS9100), Cybersecurity Maturity Model Certification (CMMC Level 2 Self minimum), commerciality of offerings, manufacturing and repair experience with similar components, ability to address obsolescence and diminishing manufacturing sources, reverse engineering capabilities, and technology insertion opportunities. Both large and small businesses and joint venture/teaming arrangements are encouraged to participate.
