About this file
This is a Request for Information (RFI) issued by the City of Greeley, Colorado's Water and Sewer Department for the West Greeley Sanitary Sewer and Lift Station Project. The city is seeking a Progressive Design-Build Contractor (PDBC) to design and construct a sanitary sewer interceptor, force main, and lift station as part of a larger $800M-$1.1B mixed-use district development. The project aims to provide sewer service availability to the Catalyst site by April 30, 2027, with construction beginning in 2026. The RFI outlines a procurement process involving a Request for Qualifications/Request for Proposals (RFQ/RFP) to be posted on Rocky Mountain Bidnet, with responses due by December 11, 2025, and interviews scheduled for December 16 and 18, 2025. The anticipated contract award notification is set for December 22, 2025, with contract finalization by January 6, 2026.
The estimated construction value is approximately $50 million, with the General Contractor expected to have the financial capacity to deliver at least 51% of the total construction value. The city will utilize a Progressive Design-Build (PDB) delivery model to accelerate the work, enabling early collaboration between designer and contractor. Key project goals include meeting the required timeline, providing financial planning, supporting real estate acquisition, ensuring a safe work environment, selecting capable firms, coordinating with existing project teams, and prioritizing environmental sustainability and energy efficiency. The procurement will involve a selection committee evaluating responses based on qualifications, project approach, and interview performance, with the intent to award a pre-construction services contract followed by a Guaranteed Maximum Price (GMP) construction contract in early May 2026.

A. Background
The City of Greeley is a home rule municipality with a council-manager form of government and is the county seat and the most populous municipality of Weld County, Colorado. Greeley is in northern Colorado and is situated 52 miles north-northeast of the Colorado State Capitol in Denver. According to the U.S. Census Bureau, the population of the city is roughly 112,600 which makes it the 9th-most populous city in Colorado. The city has an annual budget of ~$542M with a fiscal year that starts Jan 1st and employs over 1100 employees. Greeley is a major city of the Front Range Urban Corridor and home to the University of Northern Colorado which is a public baccalaureate and graduate research university with approximately 12,000 students and six colleges as well as Aims Community College, which has served the community since 1967.
B. Overview
The West Greeley Project is a transformative, $800M–$1.1B mixed-use district in West Greeley, anchored by an 8,600-seat arena, a youth ice rink, indoor water park, hotel, retail, and over 11,000 homes. It will also include public amenities such as trails, plazas, and a mobility hub connecting across U.S. 34. Construction will begin in 2026, with sewer service availability to the Catalyst site by April 30th, 2027. To succeed, the Catalyst, as well as other imminent developments (Cascadia, Delantero, Up-Town) require upfront investment in sanitary connectivity.
The City intends to utilize a Progressive Design-Build (PDB) delivery model to accelerate this work. PDB enables early collaboration between designer and contractor, allowing utility strategies to be integrated into project planning, reducing risk, and creating opportunities for value engineering. This approach also supports schedule compression by overlapping design and construction, keeping the project on track for completion by April 2027.
To support this work, the City of Greeley has engaged Dewberry Engineers with delivering early design elements to support a Progressive Design–Build procurement by January 2026. Elements of work include:

D. Proposed Procurement
The following section describes the proposed procurement currently envisioned by W&S. This process may change based on the feedback received as part of this RFI. The final procurement process will be detailed in the RFQ/RFP that will be released after the completion of the RFI process.
1.1 RFQ/RFP
An RFQ/RFP will be posted on Rocky Mountain Bidnet. A Statement of Qualifications (SOQ) will be required as part of the response to the RFQ. Responders must demonstrate how they meet the minimum qualifications required for the project. In addition, each responder must outline how they will approach the project to meet the required timeline and project risk. A proposal for pre-construction services and overhead and profit percentages for construction shall be included.
The responses to the RFQ/RFP will be evaluated by a selection committee in accordance with the criteria described in the RFQ/RFP. If deemed necessary by the selection committee, an interview will be conducted with the top ranking responders. The interview will be scored to determine the final ranking. The anticipated dates of the interviews are outlined below and will be assigned at random to each respondent selected to interview. Interview dates and times are not flexible.
A contract will be awarded for pre-construction services based on the RFQ/RFP evaluation process. It is the intent to award the construction contract based on a Guaranteed Maximum Price (GMP) in early May 2026. Early work packages may be issued prior to GMP as deemed necessary.
