About this file

This document is a Request for Information (RFI) issued by the Federal Bureau of Investigation (FBI) Laboratory Division (LD) Evidence Response Team Unit. The RFI seeks information from manufacturers of photogrammetry processing software that can process georeferenced and non-georeferenced photographs to create 2D and 3D maps and models. The required software must have specific capabilities, including the ability to generate orthomosaics, digital surface and terrain models, 3D point clouds and meshes, thermal and reflectance maps, and accuracy reports. The RFI also outlines the response instructions, including submission format, deadline, and disclaimer that this is for informational purposes only and not a solicitation. The related federal contract opportunity is a pre-solicitation for the FBI LD to acquire photogrammetry software to support their sUAS program for crime scene mapping and documentation.

INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the photogrammetry processing software. The information gathered may be used to formulate acquisition strategies for competitive solicitations.

BACKGROUND

The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Laboratory Division (LD) Evidence Response Team Unit is seeking Manufacturers of Photogrammetry Processing software for the photogrammetric processing of digital images to create two-dimensional and three-dimensional maps and models.

In 2018 The Laboratory Division’s (LD) established a sUAS program with the purpose of conducting initial training and testing of prospective sUAS instructors, establishing Standard Operating Procedures (SOP) for sUAS operations, develop and modify sUAS curriculum and testing protocols for future field ERP sUAS Pilots, and test and evaluate the operational effectiveness of sUAS equipment including camera sensors, flight controllers, monitors, and digital image storage and manipulation methods.

The primary mission that is conducted by the LD’s sUAS program is Crime Scene Mapping and Documentation. To conduct these missions, the sUAS flies a grid pattern autonomously using settings pre-determined by the Remote Pilot in Command (RPIC). The sUAS then flies the mission and captures hundred to thousands of photographs of the area. The photogrammetry software allows these photos to then processed. By analyzing the geometry, scale and spatial relationships within a set of photographs the software can utilize advanced algorithms to triangulate data points from multiple images, allowing the generations of highly detailed and precise 3D models of crime scenes. The purpose of the photogrammetry software is to extract three-dimensional (3D) information from two-dimensional (2D) images, enabling the creation of accurate and detailed 3D models.

In 2018 when the LD established the sUAS program there were few companies that supplied photogrammetry software. Since that time the sUAS market has grown exponentially and the amount companies that offer photogrammetry software has followed this growth. This growth has also been led by an increase in the quality of the products produced by the software as well as an expansion in the possible use cases for the software. To date the LD usage of photogrammetry software has been in the overall documentation of crime scenes utilizing sUAS imagery. However, with the increase in capabilities of the software several possible new use cases are emerging. The primary among them is utilizing the software to create 3D models of evidentiary items that currently are only documented using 2D photographs.

CONTRACTOR QUALIFICATIONS

This RFI is open to any original manufacture of Photogrammetry Processing Software for market research only to request input from potential providers of Photogrammetry Processing Software that meets or exceeds the specifications of the below contemplated requirement.
