REQUEST FOR INFORMATION (RFI)
FOR
STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS)
AT THE PORTS OF
PACKER AVE TERMINAL OR TIOGA TERMINALS IN PHILADELPHIA, PA

Capabilities: Generally describe your company’s experience in regards to the subject areas below.
1. Units of Measure. Measurement Tons (MTONs) is a measure of VOLUME and equal total cubic feet divided by 40.
a) Does your company have any limitations or constraints that prevent conducting business in Measurement Tons for ordering S&RTS? If so, explain.
b) What is the best pricing structure for our type of business?
c) Is pricing in MTONs industry standard? If not, what is industry standard/commercial practice?
2. PWS – Requirements.
a) Provide any comments with regards to the Draft PWS tasks.
b) Do you foresee any issues with the requirement as it is currently written?
c) Are there any concerns in doing business with the Government and accessing all facilities in each location?
3. Schedule of Rates.
a) List potential pricing options that may offer the best value to the Government.
4. Period of Performance. The US Government is expecting this requirement to have one five-year base period with one six-month extension, if needed.
a) Does your company have any limitations or constraints that will prevent you from performing under this term? If so, explain.

b) is it the company’s preference or is there a business or regulatory concern that prevents you from performing a 5-year contract? If so, explain.
5. Miscellaneous.
a) If you are a Small Business, can your company perform all the services as a Prime contractor? Please identify any companies which you anticipate partnering or subcontracting. If any of the anticipated subcontractors are small business, please identify them as such in your response.
b) If you are a Large Business and you are the Prime contractor, you will be required to provide a Subcontracting Plan. Are there any concerns with providing a subcontracting plan?
c) Can your company transition all required contractor furnished equipment/materials and provide sufficient personnel to be fully operational for services thirty (30) days after contract award? If not, how many days would be needed to be fully operational to perform services under the PWS?
6. Response Instructions: Responses to this RFI must be submitted to the POCs listed below via e-mail no later than 0800 CT, 31 August 2020.
