About this file
This is a Request for Information (RFI) issued by the Department of the Air Force at Hill Air Force Base on September 25, 2025, seeking industry feedback on a project to coat F-16 Accessory Drive Gearbox (ADG) housing. The RFI focuses on a proposed Plasma Electrolytic Oxidation (PEO) coating process intended to increase the reliability and corrosion resistance of magnesium gearbox housings, with an anticipated approval timeline of 18-24 months.
The Air Force is requesting contractors to provide specific information, including estimated additional shop flow days for coating, preferred batching methods, round-trip shipping costs to the known provider (IBC Materials and Technologies, LLC), and any additional process considerations. Interested parties must submit a white paper response no later than October 13, 2025, at 5:00 PM MST, limited to 10 pages of text, via email to leslie.trice@us.af.mil and tracy.porter.3@us.af.mil. The RFI emphasizes that this is an information-gathering exercise only and does not constitute a commitment to procure services or issue a future Request for Proposal.

REQUEST FOR INFORMATION
PEO Coating of F-16 Accessory Drive Gearbox (ADG) Housing
1.0 Description
1.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S.
Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the https://sam.gov/ website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
1.2 The United States Air Force is working a project to coat the F-16 Accessory Drive Gearbox (ADG) housing, NSN 2835012080169RP. The purpose of this project is to increase the reliability and effectiveness of the Mg gearbox by applying PEO coatings to the outside of the parts. The PEO coatings are applied using an electrolyte (similar to Gatorade) and an electrical amperage. This converts the outside to a ceramic like coating. That coating is more resistant to corrosion as proven in salt fog testing.
This is not an approved process now, but we anticipate that it will be approved in approximately 18-24 months.
2.0 Requested Information
We are requesting some feedback from qualified and potentially qualified contractors to address how to best coat these housings in an overhaul-based scenario.
2.1 If we assume that it takes 2 weeks to send to and from the contractor and 3 days to coat, how much time would you estimate it would take you to add to the government’s shop flow days to overhaul the ADG?
2.2 Is batching preferred or sending in assets as they are disassembled?
2.3 What would be an estimated cost to send one ADG round-trip to be coated at the known provider IBC MATERIALS AND TECHNOLOGIES, LLC (Cage 34TJ3), located at 823 Hendricks DR, Lebanon, Indiana 46052-2972?
2.4 Are there any other insights or considerations that the Government should be aware of concerning this process?
