About this file

This is a Request for Information (RFI) issued by the California Department of Fish and Wildlife (CDFW) for a general waste clean-up project in wildlife areas across multiple California counties. The RFI seeks feedback from experienced vendors regarding a proposed NCR2 General Waste Clean-up Wildlife Area project, with responses due on October 20, 2025 at 5:00 PM Pacific Time. The project aims to address illegal dumping, unauthorized camping, and other unauthorized activities that have left CDFW properties inundated with trash and potentially hazardous waste. The primary objective is to clear trash and biohazardous waste to enable CDFW staff to conduct habitat restoration work, supporting the department's mission of managing lands for their ecological values and public use.

The RFI includes a detailed questionnaire for vendors to provide information on their capabilities, safety certifications, and industry practices. Key areas of inquiry include required and recommended safety certifications (such as HAZWOPER training), ability to handle biological waste, blood-borne pathogen training, and capacity to perform services in specified counties. The department is seeking non-binding budgetary information and best practices to help develop an efficient scope of work and budget. Vendors are encouraged to provide comprehensive feedback on potential challenges, additional regulatory requirements, and recommendations for improving the draft contract's scope and line-item budget. The information collected will potentially be used to develop a future solicitation, with those responding to the RFI receiving email notification when that solicitation becomes available.

REQUEST FOR INFORMATION

NOTICE TO INTERESTED VENDORS

September 26, 2025

P2520003 NCR2 General Waste Clean-up Wildlife Area

RFI Due Date: October 20, 2025 at 5:00pm (PT)

1. Introduction

The California Department of Fish and Wildlife (CDFW) invites you to review and respond to this Request for Information (RFI) to obtain feedback from experienced vendors regarding the proposed NCR2 General Waste Clean-up Wildlife Area project.

2. Background

The California Department of Fish and Wildlife (CDFW) is tasked with excellent stewardship of the lands it holds in trust for the people of California. Like other public lands, CDFW properties are often inundated with trash and other refuse from illegal dumping, unauthorized camping, and other unauthorized activities. This waste may pose a health and safety risk to the public and pollutes the environment CDFW is entrusted to protect.

Stewardship of public lands involves cleanup of these materials, however, CDFW staff are unable to address the scale of the issue without contracted support and do not have the necessary classifications and associated training to safely handle, remove, and dispose of all potential material.

Most scenarios will include encampment cleanups but there may also be cleanups of illegal dumping, and trespass marijuana grows. The overall objective will be to clear all trash and biohazardous waste so that CDFW staff can conduct habitat restoration work.

Accomplishing this task will support CDFW’s mission to manage its lands for their ecological values, their public use, and enjoyment.

3. Purpose

CDFW’s purpose for this RFI is to solicit information and best practices from the vendor community. CDFW intends to use feedback and responses provided by vendors to help determine what is currently available in the marketplace and to gather information that may be useful in further developing an efficient and effective Scope of Work and Budget http://www.cdfw.ca.gov/

(see Attachment I, Draft Scope of Work and Attachment II, Draft Budget Detail and

Payment Provisions, both attached to this RFI). Interested vendors should provide responses based on knowledge and experience with other organizations and initiatives of this kind.

CDFW would like your feedback on the following questions:

1. Based on your experience in the industry, which of the following certificates, licenses, or registrations should be required for safety on general trash cleanup projects which may include biological waste items?

Explanation of Categories:

- Required: The standard is critical for safe completion of a general trash cleanup. This will generally be because an regulatory agency (i.e.

Occupational Safety and Health Administration) requires it for worker safety or public safety.

- Recommended: The standard is not explicitly required by any regulatory agency but is commonly used by companies to help protect their workers. This may be the case to help workers know when an item is too hazardous to be addressed under this contract.

- Uncommon: This standard is not common among companies that do this type of work. This may be because it is only required for specialized work not covered by the generalized scope of work.

- Unrelated: This standard is unrelated to a general trash cleanup.

Standard Required Recommended Uncommon Unrelated

Certificate of completion of 40 hours of Hazardous Waste Operations and Emergency Response (HAZWOPER) training.

Environmental Protection Agency issued ID as a registered hazardous waste handler.

California Department of Public Health issued Medical Waste Transporter certification.

Department of Toxic Substances Control issued Hazardous Waste Transporter license.

3. How does your company and your industry show that employees have received adequate training to avoid blood-borne pathogens including Hepatitis A?

4. Are there any additional laws that regulate your industry that aren’t covered by the standards listed in the table in question 1? This may include regulations related to safe hauling of material, biohazard handling requirements, or other certificates/licenses. Please list the standard(s) and a brief description of why it is necessary.

5. Can your company perform these services within the counties as listed in the

Scope of Work? If not, which county(ies) within California can you provide the services?

6. Can your company perform all tasks listed in the Scope of Work? If not, which tasks could your company complete? Would any task need to be subcontracted?

7. Are there any revisions, additional information, or clarifications that you recommend adding to the draft contract’s Exhibit A, Scope of Work?

8. Are there any items listed in the draft contract’s Exhibit B Line Item Budget (personnel classifications, equipment, materials, etc.) that you believe would not be used in completion of the contract work? Are there any items missing which would be needed to complete the contract work and would be itemized on a typical invoice?
