About this file
This document is a Request for Information (RFI) issued by the California Department of Fish and Wildlife (CDFW) regarding Salmon Carcass Collection and Disposal Services. The purpose of the RFI is to solicit feedback from experienced vendors on a proposed scope of work for collecting and disposing of surplus anadromous fish carcasses from CDFW-operated hatcheries located in Siskiyou, Trinity, Butte, Sacramento, and San Joaquin Counties. Interested vendors are asked to provide responses by July 5, 2024 addressing requirements such as statewide service capability, utilization of surplus carcasses, necessary permits/licenses, and suggested revisions to the draft scope of work. CDFW intends to use the feedback received to further develop an efficient and effective solicitation for these services.
The RFI requests that vendors provide non-binding budgetary information for completing the work at each hatchery location. CDFW may use the information gathered from this RFI to issue a future Invitation for Bid, Request for Proposal, or Request for Qualifications solicitation, which will be publicly posted. Vendors who respond to this RFI may receive email notification when the solicitation is available.

Fisheries Branch P.O. Box 944209 Sacramento, CA 94244-2090
REQUEST FOR INFORMATION
NOTICE TO INTERESTED VENDORS
June 20, 2024
RFI Number and Name: P2481002, Salmon Carcass Collection and Disposal RFI Due Date: July 5, 2024
1. Introduction The California Department of Fish and Wildlife (CDFW) invites you to review and respond to this Request for Information (RFI) to obtain feedback from experienced vendors regarding the proposed Salmon Carcass Collection and Disposal Services
2. Background Many California rivers have large dams on the river which block access to historic spawning and rearing habitats by anadromous populations of Salmon and steelhead trout. For each CDFW Operated Anadromous Fish Hatchery, the fish hatchery helps manage the population of the anadromous fish in the appropriate river by propagating hatchery raised fish to supplement the number of anadromous fish that would otherwise propagate in the wild. CDFW personnel take all necessary eggs and sperm from such fish returning to the hatchery to meet hatchery production goals. While returning some of the surplus anadromous fish carcasses to the river may benefit the ecosystem, some CDFW Operated Fish Hatcheries are prohibited from returning such surplus anadromous fish carcasses to the river, and in other instances, too many surplus carcasses may be produced at the hatchery in a relatively short amount of time and returning that volume of surplus carcasses would not benefit the ecosystem.
CDFW is in need of experienced vendor(s) to remove surplus anadromous fish carcasses from CDFW operated anadromous fish hatcheries. These services will be performed at the following locations:
• Iron Gate Fish Hatchery - 8638 Lakeview Road, Hornbrook, CA 96044, Siskiyou County and Fall Creek Fish Hatchery - 19631 Copco Road Hornbrook, CA 96044, Siskiyou County
• Trinity River Fish Hatchery - 1000 Hatchery Road, Lewiston, CA 96052, Trinity County
• Feather River Fish Hatchery - 5 Table Mountain Blvd, Oroville, CA 95965, Butte County
• Nimbus Fish Hatchery - 2001 Nimbus Road, Rancho Cordova, CA 95670, Sacramento County
• Mokelumne River Fish Hatchery – 25800 McIntire Road, Clements, CA 95227, San Joaquin County
3. Purpose CDFW’s purpose of this RFI is to solicit information and best practices from the vendor community. CDFW intends to use feedback and responses provided by vendors to help determine what is currently available in the marketplace and to gather information that may be useful in further developing an efficient and effective Scope of Work (see Attachment I, Draft Scope of Work, attached to this RFI). Interested vendors should provide responses based on knowledge and experience with other organizations and initiatives of this kind.
4. Key Action Dates Below are the key action dates and times by which actions will be taken or completed. If CDFW finds it necessary to change any of these dates, an addendum to this RFI will be posted to the RFI’s event page on the State’s Cal eProcure website.
