INTRODUCTION

Responses to this Request for Information (RFI) may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Radio Engineering Unit (REU), of telecommunications wireless communications parts and supplies. The information gathered may be used to formulate acquisition strategies for competitive solicitations. This RFI is limited to only small businesses, and any responses received from large businesses will not be reviewed or maintained by the United States Federal Government.

BACKGROUND

(U) The Federal Bureau of Investigation (FBI), Radio Engineering Unit (REU) requests capability evidence to provide wireless communication parts and supplies while complying with the following requirements:

-Fulfill orders 7 calendar days after receipt of order (ARO) for normal orders

-Ability to execute deliveries that conform to the above requirements to any of our 56 field office divisions within the contiguous United States, Alaska, Hawaii, Guam, and Puerto Rico.

REU has been procuring radio accessories for use on the Motorola XTS, XTL, and APX radios for a number of years. With the large number of mobile and portable radios owned by the FBI, comes a frequent need to purchase additional replacement parts and supplies with the 12 Pin Hirose adapters for the ongoing support, operation, and maintenance of field operations. The BPA allows us to order items upon requests received from the field and have delivery in a short turn-around time to any of our 56 field office divisions within the contiguous United States, Alaska, Hawaii, Guam, and Puerto Rico.

OBJECTIVES

The FBI is attempting to explore the purchase of radio accessories with 12 pin hirose adaptors for use with the Motorola XTS, XTL, and APX radios. The FBI is seeking the effective performance and timely reaction to the constantly changing radio technology by a responsive contractor willing to strengthen technical and experience-based knowledge necessary to ensure quality production of products and services.

REQUIREMENTS/SPECIFICATIONS

The products sought will need to include, but not limited to, portable radio side 12 pin hirose adaptors, 2 & 3 wire surveillance harnesses, speaker microphones, key load cables, lightweight and heavy-duty headsets, high noise abatement headsets, and other specialized radio equipment and accessories required to support field operations. In addition, it is requested the Contractor provide engineering solutions or modifications to the provided equipment as required to support the FBI mission.

1. The Contractor must be able to provide, design, modify and/or manufacture a full line of accessories with 12 pin hirose adaptors for Motorola XTS, XTL, and APX radios.

2. The Contractors' products must provide superior audio performance and have the ability to withstand a high level of abuse from the environment or the end user.

3. The Contractor shall have the ability to interface their products with FBI radio platforms and/or provide customization of products for special requirements.

4. The Contractor shall keep the Government informed of any potential or real schedule delays regarding receipt of material, as they become known to the Contractor.

5. The Contractor shall provide the Government with a standard warranty period on all products and services. The Government may require an optional extended warranty for selected products.

6. The Contractor shall provide a minimum of two prototypes for any product designed or developed for the Government for testing and evaluation purposes.

Equipment needed to complete repairs vary from site to site as dictated by the needed repair or replacement of equipment. The awarded vendor will need to provide an array of parts and supplies provided by many manufacturers. Two spreadsheets accompany this RFI. The first, titled “Attachment A Representative Part Listing”, is a representative list of parts and supplies broken down into categories (antennae, cabling, tools, etc.). This representative list will be used to do determine ability to meet the above requirements of availability, turnaround time, and shipping.

The second, titled “Attachment B Wireless Parts and Supplies”, is an exhaustive list of the parts and supplies that have routinely been ordered in varying quantities as part of this requirement. There are no actions needed for this spreadsheet. This is included for informational purposes to show the scope of the required parts and supplies more accurately.
