However, the Government is open to Industry input on a more appropriate NAICS code. The anticipated contract type is Time-and- Materials. Background

The Juvenile Justice and Delinquency Prevention Act of 1974, Public Law 93–415, as amended, established the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to support local and state efforts to prevent delinquency and improve the juvenile justice system. As a component of U.S. Department of Justice (USDOJ)/Office of Justice Programs (OJP), OJJDP’s mission is to provide national leadership, coordination, and resources to prevent and respond to youth delinquency and victimization. OJJDP works to prevent and respond to youth delinquency and protect children

Under the leadership of its Administrator and through its components, OJJDP sponsors programs, research, and training and technical assistance (TTA) initiatives; develops priorities and goals and sets policies to guide federal juvenile justice issues; disseminates information about youth justice issues; and awards funds to support state, local, and tribal juvenile justice programming. OJJDP helps states, localities, and tribes develop effective and equitable juvenile justice systems that create safer communities and empower youth to lead productive lives.

The effective and efficient provision of TTA is one of OJJDP’s primary vehicles to achieving the agency’s mission.

Currently, OJJDP has an array of existing grants, cooperative agreements, interagency agreements, and contracts with a diverse group of TTA providers who are implementing many different types of TTA to OJJDP grantees, sub-grantees, and the juvenile justice and child victimization fields. The range of these services includes onsite and remote TTA, long-term (strategic) TTA and short-term (tactical) TTA, training design and curriculum development, resource development and dissemination, and conference/event planning and coordination.

OJJDP created the National Training and Technical Assistance Center (NTTAC) in 1995 to facilitate systematic coordination of OJJDP TTA resources, increase responsiveness to constituent needs, promote the use of best practices in the provision of OJJDP-funded TTA programs, facilitate collaboration among members of the OJJDP TTA provider network, and employ performance standards for effective practice in the planning, delivery, and assessment of TTA.
