About this file
This is a Request for Information (RFI) issued by Military Sealift Command (MSC) for market research purposes regarding software customization and sustainment services for the ABS Wavesight My Digital Fleet software suite. The RFI number is N3220526R6113, dated July 28, 2026, and seeks to identify qualified vendors capable of providing services that represent a continuation of previously awarded contract work. The Government is conducting market research to determine available sources, assess contractor capabilities, evaluate business size and status, and gauge competition levels.
The requirement involves software customization and sustainment for ABS Wavesight My Digital Fleet, an essential component of MSC's Ashore and Afloat MyMSC Human Resources solutions. Due to source code access restrictions, MSC does not have access to or legal rights to modify the proprietary ABS Wavesight source code. Consequently, prospective vendors must demonstrate verified partnership status, authorized developer status, or a direct licensing agreement with ABS Wavesight to legally and technically perform the required services. Responses are limited to five pages (excluding cover page) and must address restricted source code experience, ABS Wavesight partnership/authorization documentation, past performance on similar efforts, feedback on the draft Performance Work Statement, relevant Federal Supply Schedule or Government-Wide Acquisition Contracts, and company information including UEI, CAGE code, NAICS codes, and small business status. Responses must be submitted in PDF or Microsoft Word format to Monica.B.Acosta.civ@us.navy.mil no later than August 3, 2026 at 9:00 AM Eastern Standard Time. Pricing should not be included with responses, and capability statements will not be returned or evaluated for contract award purposes.

Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to:
• Determine what sources exist that can satisfy the Government's requirements listed below
• Determine the capabilities of potential Contractors
• Determine the size and status of potential sources
• Determine the level of competition
II. Description of Requirement Military Sealift Command (MSC) is conducting market research to identify potential sources capable of providing software customization and sustainment services for the ABS Wavesight My Digital Fleet software suite. This will be a continuation of critical services previously awarded and delivered under a prior contract. MSC has purchased ABS Wavesight software licensing agreements as an essential and enabling component of its Ashore and Afloat MyMSC Human Resources (HR) solutions, as detailed in the ABS Wavesight Performance Work Statement (PWS). The government is seeking information from qualified industry partners regarding their capabilities to perform these specialized services under these technical constraints:
- Source Code Access Restriction: MSC does not have access to the source code needed to accomplish the required customization and sustainment of the ABS Wavesight My Digital Fleet software.
- Proprietary Modification Rights: MSC does not possess any legal right to modify or authorize the modification of the proprietary ABS Wavesight source code.
- Required Vendor Authorization: Because of these source code limitations, any prospective vendor must demonstrate a verified partnership, authorized developer status, or direct licensing agreement with ABS Wavesight to legally and technically perform customization and sustainment services.
