About this file

This is a Request for Information (RFI) from the National Oceanic and Atmospheric Administration's (NOAA) Internal Risk Office (IRO) seeking industry input on developing a Federal Research Security Program in compliance with National Security Presidential Memorandum-33 (NSPM-33). The program aims to protect critical technologies, prevent foreign influence, and safeguard national security within federally funded research environments. NOAA is requesting capabilities and feedback on eight specific tasks: assessment and gap analysis, program design, policy development, export control implementation, training programs, incident response, ongoing monitoring, and programmatic implementation.

The RFI seeks detailed information from potential contractors, including company details, Government-Wide Acquisition Contract (GWAC) sources, capabilities to perform specified tasks, and experience implementing NSPM-33. NOAA anticipates requiring three key labor categories: Counterintelligence Analyst, Technical Writer, and Management Analyst III. Responses are due by July 9, 2025 at 12:00 PM EST, and companies are invited to submit additional documentation via email to specified NOAA Acquisition and Grants Office contacts. This is a pre-solicitation notice, and no commitment is made by the U.S. Government at this stage.

Background

NOAA is seeking a contractor to develop and implement a Federal Research Security Program that complies with the implementation guidance for National Security Presidential Memorandum-33 (NSPM-33) on National Security Strategy for United States Government- Supported Research and Development. As a designated federal research agency subject to NSPM-33, the program requirements focus on ensuring the protection of critical technologies and intellectual property, preventing foreign influence, and safeguarding national security within the context of federally funded research. As a key document for securing U.S. research and technological advancements, NSPM-33 provides guidance on strengthening cybersecurity, risk management, and compliance with export controls for research environments. The NOAA Internal Risk Office is responsible for developing, implementing, and managing a NOAA Research Security Program.

Objective:

The primary objective of this effort is to create and implement a comprehensive Federal Research Security Program based on NSPM-33 implementation guidelines. The program will support the agency in enhancing cybersecurity, mitigating risks associated with research data, ensuring compliance with federal security regulations, and establishing a culture of security within NOAA research environments.

See attached draft Performance Work Statement (PWS) for additional details.
