About this file
This is a Request for Information (RFI) issued by the Maryland Motor Vehicle Administration (MVA), a division of the Maryland Department of Transportation, seeking information from qualified technology vendors regarding commercially available and emerging Intelligent Speed Assistance (ISA) Systems. The RFI was issued on September 16, 2026, with questions due by September 21, 2026, at 1:00 PM ET and responses due by October 6, 2026, at 1:00 PM ET. The MVA is conducting market research in preparation for implementing ISA systems required under Maryland's new "Stop Super Speeders" law, which mandates certain drivers with suspended or revoked licenses to install ISA systems in their vehicles to obtain restricted driving privileges. Potential vendors are asked to respond to 42 detailed questions covering company information, system specifications, technical architecture, installation and tuning processes, data collection and security protocols, customer support capabilities, and cybersecurity measures. The MVA is considering pilot project options and statewide deployment, and has identified October 15-16, 2026, as potential dates for virtual presentations or demonstrations by respondents, though participation in demos does not indicate pre-selection for implementation.
Respondents are instructed to submit responses electronically via email with password protection, limited to 25 MB per submission, with no pricing information included. The MVA explicitly states that responses are not offers and cannot form the basis of a binding contract, that respondents bear all costs of responding, and that the MVA will not return submitted information. All vendors meeting the qualification criteria are encouraged to respond, including women, veteran, and minority-owned small businesses. Vendors must demonstrate a proven track record in manufacturing or distributing ISA systems, capability to service and support systems across Maryland's 24 branches, product liability insurance of minimum $1 million per occurrence and $3 million aggregate, and ability to integrate with MVA databases and law enforcement systems. The RFI explicitly prohibits data storage or transmission outside the United States and requires compliance with federal and state data handling requirements. Responses may be subject to the Public Records Act, and the MVA reserves the right to ignore or not consider any responses at its sole discretion.

The MVA encourages submissions from companies of all sizes, including women, veteran and/or minority owned small businesses. Vendors should take this opportunity to present their most compelling, well-researched, and forward-thinking solutions, demonstrating why they are ideal firm/company to partner with the MVA in this endeavor.
2.2 Submission Requirements
Respondents are invited to provide complete answers to the questions in Section 1.
