About this file

This is a Request for Information (RFI) No. 01 issued by California State University Channel Islands' Division of Business & Financial Affairs, Procurement & Logistical Services regarding IFB No. CI-171 for an Air Cooled Chiller for Camp. The document contains questions received between April 5-12, 2016 and the university's responses. Key specifications include a 5-year warranty requirement for the whole chiller, BACnet communication capabilities requirement, and an 8-12 week lead time for chiller manufacturing. The installation location has been identified with existing drawings and mechanical plans.

The pricing structure requires separate quotes for: 1) the chiller unit purchase and delivery to the university, 2) shipping/freight, and 3) installation costs for landing the chiller on the slab with proper anchoring. The project involves replacing a water chiller with an air-cooled unit weighing approximately 23,000 lbs. The controls portion and EMS work are not included in the deliverables scope. All bidders must have required insurance and licenses in place before installation. The university notes they may or may not use the installation services quoted. Procurement is being conducted through PlanetBids portal (CompanyID=15334).

Request for Information (RFI) No. 01

Air Cooled Chiller for Camp IFB No. CI-171

To: All Prospective Bidders

From: Ilene Mehrez, Facilities Contracts Specialist, Buyer III Procurement & Logistical Services

Date: April 13, 2016

In response to questions received April 5, 2016 through April 12, 2016, the following information is being forwarded to all bidders of record:

1. Reference: Question emailed, April 5, 2016

Clarifications Requested:

a. Please provide clarification on a couple of items in the specification (exhibit A). Specification item 2.04.A requires 5 year warranty when furnishing York twin compressors whereas the base contract requires 3 year warranty. Similar item appears in 2.04.C. Was this possibly added by mistake or is this a specification that bidders must abide to?

Response:

Warranty time period good for 5 years for the whole chiller. Please specify exactly what is warranted and any conditions that would need to be met to use the warranty.

2. Reference: Question emailed, April 7, 2016 Clarifications Requested:

a. Exhibit A states that the Chiller mfr factory "controller must have native BACnet communication capabilities to control the chiller from the campus standard ALC control system.” However, none of the bid documents, Exhibits A, B, C, D or E indicate any specific requirements or direction on how or if the campus ALC EMS is to actually connect and interface with this chiller.

The EMS work is not a part of this scope. We just needed to indicate the Chillers capability in communicating this Bac Net communications format. Most chillers sold today will have this capability as an option.

3. Reference: Question emailed, April 11, 2016

a. We are about to get our C20 license. Are we eligible to submit the bid? Shall we quote for the chiller and work with a contractor who have C20? For installation, maintenance.

CSUCI needs a quote and complete specs for the unit that is proposed. See the documentation on PlanetBids for the details required at http://www.planetbids.com/portal/portal.cfm?CompanyID=15334# .

A separate quote will be needed to land the chiller on the slab, anchored properly as indicated on the CSUCI provided information.

All insurances and required licenses shall be in place and confirmed by CSUCI purchasing prior to performing the installation.

4. Reference: Question emailed, April 12, 2016

a. Is the contractor going to carry the price for the chiller or will the chiller be purchased by CSUCI?

This Invitation for Bid (herein referred to as IFB) is to solicit bids from qualified vendors for Air Cooled Chiller for Campus at CSU Channel Islands (CI). Installation may be required. Pricing for unit, shipping/freight and installation shall be separate.

CI needs a quote for a University purchase delivered to the University and complete specs for the unit that is proposed.

See the documentation details at http://www.planetbids.com/portal/portal.cfm?CompanyID=15334# .

A separate quote will be needed to land the chiller on the slab, anchored properly as indicated on a CI provided print.

5. Reference: Questions emailed, April 12, 2016

a. Please specify the type and size of the flow meter required.

b. Shall temperature sensors be required for the Automated Logic Coporation (ALC) system to calculate BTUs for Chiller Output?

c. Is BACnet integration of factory controls into the campus ALC system required under the scope of this project?

d. Are automated (ALC Controlled) isolation control valves required in order to isolate the new chiller from the campus loop? Specify type and size if required.

e. Does the scope of the controls for this project, include reprogramming of the chiller pumps and pressure sensors that are existing?

f. Are chiller pump VFDs required for this project?

g. Are ALC Graphics required for this project?

h. Are Control System Maintenance covered under the Yearly Maintenance contract Price, line item?

The controls portion of this purchase are not a part of the deliverables for this chiller purchase and landing the chiller to the slab. There may be additional work needed later, but so far CI will be managing the rest of the installation with the in-house team. After the installation has been completed, the chiller manufacturer will provide a start-up of the chiller to satisfy all requirements of the contractual warranty.
