About this file
This document is a Request for Information (RFI) for the Navajo Gallup Water Supply Project (NGWSP) Block 2-3 Horizontal Directional Drilling (HDD) requirement. The Bureau of Reclamation is seeking market research and planning information for a future procurement to install a 36-inch and 42-inch water supply pipeline using the HDD construction method. The project will involve four HDD crossings of features including the San Juan River, Nenahnezad hill, Shumway Wash, and Chaco Wash, with pipe lengths ranging from 650 to 3,500 feet. The work includes survey, excavation, dewatering, pipe installation, testing, cleaning, and restoration. Contractors are asked to provide information on their likelihood of proposing, familiarity with HDD, equipment capabilities, and potential for subcontracting. This RFI may inform whether the future requirement will be set aside for small businesses or competitively procured. Responses are requested by September 13, 2024, but no award will be made from this RFI.

A separate Small Business (SB) Sources Sought will be posted at a later date to determine any potential small business sources.
The proposed North American Industry Classification Systems (NAICS) Code is 237110 (Water & Sewer Line & Related Structures Construction) which has a corresponding Size standard of $45.0M annual average revenue. The Government will use this information to determine the best acquisition strategy for this procurement.
Projected Requirement Details:
The Bureau of Reclamation (Reclamation) will be installing a water supply pipeline by Horizontal Directional Drilling (HDD) construction method. The project elements include four (4) HDDs with nominal pipe diameters of 36” (3 crossings) and 42” (1 crossing). Pipe material is assumed to consist of High-Density Polyethylene (HDPE) or Steel but could also be completed with Polyvinyl Chloride (PVC) and Ductile Iron. The features the HDDs will be crossing are the San Juan River, the Nenahnezad hill, the Shumway Wash, and the Chaco Wash. Linear lengths range between 650’ to 3,500’ and will vary depth. The Nenahnezad hill will also consist of a 250’ elevation difference between the entry and exit pit. The Contractors shall furnish and install the proposed piping along this alignment. The work includes, but is not limited to, survey, excavation, dewatering, removal of all materials encountered in the HDD operations, disposal of all material not required in the work, pre- and post-pullback testing, cleaning, restoration, and incidentals. The Contractor shall be responsible for furnishing the qualified labor and superintendence necessary for this method of construction.
Information/Input Requested:
BASED ON THE RESPONSES TO THIS NOTICE/MARKET RESEARCH AND THE FUTURE SMALL BUSINESS SOURCES SOUGHT, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
