About this file

This is a Request for Information (RFI) questionnaire for the Next Generation Information Analysis Centers Multiple Award Contract (Next Gen IACMAC). The Department of the Air Force Materiel Command, through the 774th Enterprise Sourcing Squadron, is conducting a Sources Sought notice (FA8075-27-R-0001) to assess industry capabilities and inform acquisition strategy for a follow-on IACMAC contract. The RFI seeks responses from all interested types of businesses, with submissions due by 1:00 PM Central Time on Tuesday, October 6, 2026, to 55cons.pkc.iacmac@us.af.mil. Responses are strictly voluntary, and the Government will not reimburse respondents for submission costs or consider responses as a commitment for any purpose.

The follow-on IACMAC will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract providing customized Research and Development services across various highly specialized focus areas to hundreds of requiring activities throughout the Department of Defense, including all military Services, Combatant Commands, DoD laboratories, and other federal agencies. The contract uniquely mandates the investigation of existing Scientific and Technical Information (STI) and requires reporting and sharing of newly generated STI for use across the Government. Respondents should complete only the attached questionnaire; additional materials will not be reviewed or considered. All submitted information is subject to disclosure under the Freedom of Information Act and will be used for planning purposes only.

Section 2: Requirements Strategy and Evaluation Background Information The Government is contemplating to award using a two-phase strategy. First phase is a pass/fail screening, and the second phase is a review of responses to scenario(s) and evaluated past performance and experience.

Question 4: Do you utilize ProPricer for building cost models?

[Provide your response here]

Question 5: Have you seen the use of AI in government RFPs, and how?

[Provide your response here]

Section 3: Proposed Phase 1 Strategy - Pass/Fail Screening Phase 1 will include a pass/fail screening of the following:

Certifications and Clearance: Offerors will need to maintain facility clearance, CMMC levels, and show CMMI Level III, ISO 9001, ISO 27001, or AS9100D, etc.

Program Management Maturity: Offerors must show the capability and capacity to successfully execute concurrently at least [TBD] contracts or TOs each valued over $[TBD] M, to include leveraging the resources of a multifunctional team and managing subcontractors as necessary.

Question 6: Do you suggest any alternative certification from those listed above? If so, what certification and why?

[Provide your response here]

Background Information Possible Pool for Certified Lab Requirements: evidence of ownership of, or access to, the following mandatory facilities:

• A laboratory which meets the requirements in the Guidebook of Performance Standards for Operations of an RDT&E Chemical Agent Laboratory. The Contractor must be able to receive, store and utilize chemical warfare agents (surety materials) under clauses of Army Regulation (AR) 50-6.

• A facility and processes for receipt, storage and utilization of biological agents (surety materials) that meet the biosurety requirements of AR 50-1, Biological Surety.

• Biosafety Level 3 facilities to support research involving hazardous biological agents. This facility must meet BSL-3 requirements stated at www.selectagents.gov (or any successor official federal Government website, regulation(s) or directives) that establishes BSL-3 requirements) and be registered with the Centers for Disease Control (CDC) to accept and ship specified hazardous biological agents in accordance with 42 Code of Federal Regulations (CFR), Part 72. The BSL-3 facility must be certified to allow work with infectious agents, such as Avian Influenza.

Question 7: Identify if you have lab certification. Do you agree the requirements set forth above represent the minimum requirements for the type of work? If not, explain what the requirement is now or describe any different way to meet the standard.

[Provide your response here]

Section 4: Phase 2: Subjectively Rated CTA Scenarios Background Information The Government is contemplating subjectively rated CTA scenario response and past performance for that CTA.

The Offeror will respond to one or more project-based scenarios. The Government anticipates there will be six scenarios, each aligned with a CTA. Scenarios will be more tied to technology and less to branch/platform.

• Pool 1 – CPFF Scenarios

• Pool 2 – FFP Scenario It is undetermined at this time whether the Government will require or evaluate cost proposals for each scenario.

Proposals will be limited to Offeror only; teammates will not be permitted.

Question 8: For Pool 1, which two CTAs would your company most likely respond to. If more than two, please provide the CTAs in order of likelihood of response.

If you could qualify for award by meeting the qualifying rating on two CTAs, would you likely propose to only two CTAs, or would you propose on more?

[Provide your response here]

Question 9: For Pool 2, which CTA would your company most likely respond to?

[Provide your response here]

Section 5: Phase 2: Past Performance (PP) Capability and Quality Background Information Combined demonstrated capability and quality. The Offeror must submit narrative clearly detailing Offeror’s proficiency in performing work and delivering meaningful results related to the aligned CTA/TFA. Offeror will be considered more similar if the contract is outcome based vs. service based. Contractors must distinguish whether deliverable was a technical report, prototype or enhanced technology, etc. but also describe how the contractor’s work furthers knowledge of the CTA/TFA. What did the government gain from the contract?

The Government may permit contractors to submit commercial contracts (i.e., not Government contracts) as references.

The Government is interested in the Prime’s organic capabilities, no teammates.

Question 10: Please provide any feedback or comments regarding the Past Performance requirements.

[Provide your response here]

Section 6: Source Selection Background Information

The Government seeks to award to all qualifying offerors. Offerors would be required to respond to at least 2 of 6 possible scenarios (CTA scenario) and provide [TBD] Past Performance references for each CTA responded to. (Small Business Set Aside Pool 2 – only 1 scenario required). The Government would evaluate each scenario response and provide a separate subjective rating (outstanding/good/acceptable/marginal) for each CTA responded to. The Government would evaluate the PP response per each CTA, and assign a subjective confidence rating (substantial, satisfactory, neutral, limited, no).

To be considered a qualifying offeror, an offeror must receive at least a minimum qualifying rating (two CTAs (pool 1) or in one CTA (pool 2). It is undetermined at this time what the minimum qualifying ratings will be.

Question 11. What would you consider to be a minimum qualifying rating on a CTA? For example, (Outstanding/Substantial? Good/Satisfactory?)

[Provide your response here]

Question 12: Please review the proposed source selection basis for award and provide any feedback.

[Provide your response here]

Section 7: Small Business (SB) Strategy Particulars Background Information Pool 2 - Offeror would be required to respond to one CTA scenario and provide [TBD] Past Performance references for the CTA. The Government is contemplating Firm Fixed Priced scenarios to allow Offerors who do not have a DCAA approved accounting system to propose. Non-traditional contractors/commercial Offerors who do not have approved accounting systems may receive award but would be unable to propose to CPFF FOPRs without getting approved accounting system.

SBIR entry: Alternative avenue to award onto Pool 2 qualifiers for small businesses which have relevant OT or successful completion of SBIR Phase III. Pass/fail entry based on evidence of demonstrated capability under a SBIR Phase III contract or OT in previous [TBD] months falling within the scope of a CTA. Criteria for acceptable/unacceptable determination may include: expert evaluates the outcomes under the demonstrated capability as “innovative” or “novel” or “Emerging technology, viable”; evidence that work is within scope, e.g., true R&D, not production; evidence of transitioning technology.

Possible SBIR Phase III/OT Out of cycle on-ramp: SB submits evidence of demonstrated capability under TFA under an OT or SBIR Phase III within [TBD] months. DTIC will review submissions [TBD] times per ordering period. Timing of on-ramps may be keyed to TFA with low competition; to TFA where DTIC foresees increased requirements.

Pool 2 -Small Business Set aside determination – Requirements would be set-aside by a certain dollar threshold [TBD] with a mechanism to increase the set-aside threshold at a later date to keep up with inflation. For example, at award of IDIQ set-aside threshold is $[TBD]M. Jan 1, year 5, automatically increase set-aside value to $[TBD]M.

Question 13: Please review the SB strategy overall and provide any feedback.

[Provide your response here]

Question 14: SB Only. Which Pool does your company plan to propose to?

Place an "X" in the applicable bracket.

[ ] Pool 2 - Small Business Pool Only [ ] Pool 1 - Full and Open Pool Only [ ] Both Pools

Question 15: Are you interested in seeking an award by virtue of having a SBIR Phase III or OT in the past 12 months? If so, please provide information regarding your demonstrated capability.

[Provide your response here]

Section 8: On-Ramp and Off-Ramp Strategy Background Information On Ramp:

• Government adds new scope/TFAs/CTAs

• New entrants must meet same requirements as original solicitation

• Small Business:

If SB grows, choice of remaining in Pool 2, or individual On-Ramp onto Pool 1 (Must provide response to additional CTA scenario and show successful past performance on IACMAC NG TOs).

• If SB acquired: Off-ramped from SB pool. May apply for access to LB pool at next available On-Ramp.

• If SB is on-ramped to Pool 1, will be placed in dormant status on Pool 2.

Off Ramp potential reasons:

• Must propose on 10% -30% of proposals per year

• TO win rates (not just submission/participation minimums): At least [TBD] TO in each contract year, or within [TBD] months

• Failure to provide No Bid responses to FOPRs

• Technical performance degradation: CPARs outcomes – no marginal or unsatisfactory ratings, > [TBD]% CPARS very good or exceptional

Question 16: Please review the on-ramp/off-ramp strategy and provide any feedback.
