Federal Election Commission Enterprise Architecture Request for Information (RFI) NextGen eFiling Phase 2

1. Description The Federal Election Commission (FEC) is seeking information from qualified, experienced vendors/contractor about a development effort to take our electronic filing redesign project to its completion, NextGen eFiling Phase 2. This development effort includes a modern, state of the art, cloud-based, secure, platform-independent electronic filing data application. The requirements of this development effort are described in Attachment 1: Draft Requirements.

1.2 This is a Request for Information (RFI) only

This RFI is only for the purpose of identifying potential contractors as part of the FEC’s market research. The FEC will not reimburse contractors for any expenses associated with their response to this RFI. Responses to this notice are not offers and cannot be accepted by the FEC to form a binding contract. Responses to the RFI become FEC property and will not be returned. Respondents will not be notified of the result of the review.

This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The FEC does not intend to award Schedule order(s) or BPAs based only on responses to this RFI. There is no commitment by the FEC to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry to respond to this RFI.

All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

This RFI will be posted on Contract Opportunities. No RFQ exists; therefore, do not request a copy of the RFQ. The FEC is not required to use Contract Opportunities for any resulting RFQ.

2.0 Program information

2.1 Background

In 2017, the Commission published a study of its current electronic platform, including a survey of the existing functionality of the FEC’s free filing software and an in-depth investigation of needs expressed by filers.[footnoteRef:1] The initial work on the FEC’s new electronic filing platform relied on the recommendations of this study to improve functionality, flexibility for users and increase the consistency and accuracy of reporting. The FEC’s new electronic filing platform is expected to improve the process for validating filings prior to acceptance and generate modern file outputs that will provide for more flexibility in accessing data. In July 2018, the FEC awarded a contract to begin work on modernizing our electronic filing platform. The outcome of this work was a Form 3X bundle or NextGen eFiling Phase 1. See Attachment 1 for details.

2.2 Anticipated period of performance

The FEC estimates this work should take twenty-four (24) months to complete.

2.3 Limitations

New development must be compatible with work completed during the development of the Form 3X bundle. See Attachment 1for details.

3.0 Requested information and responses

3.1 Format and length

The response shall contain five (5) sections: 1) Business information, 2) Contract information, 3) Technical response, 4) Related experience and 5) Price estimate (optional). Section 3 (Technical response) should not exceed 20 pages. The entire response shall not exceed 25 pages.

3.2 Responses

3.2.1 Section 1: Business information

This section, at a minimum, shall include, the following:

· Company/Institute name

· Address,

· Point of contact,

· Phone number,

· E-mail address and

· Website URL.

3.2.2 Section 2: Contract information

This section, at a minimum, shall include the following:

· Available schedules: GSA, NASA, etc.

· Recommended contracting strategy.

· What Special Item Numbers (SINs) do you believe is most appropriate for this requirement? The respondent may include multiple SINs if appropriate.

· What North American Industry Classification System (NAICS) Code do you believe is most appropriate for this requirement? The respondent may include multiple NAICS Codes if appropriate.

Based on the above NAICS Code, state whether your company is:

· Small Business(Yes / No)
· Woman Owned Small Business(Yes / No)
· Small Disadvantaged Business(Yes / No)
· 8(a) Certified(Yes / No)
· HUBZone Certified(Yes / No)
· Veteran Owned Small Business(Yes / No)

3.2.3 Section 3: Technical response

This section, at a minimum, shall include specific comments on the draft requirements in Attachment 1.

3.2.4 Section 4: Related experience

This section, at a minimum, shall include a brief descriptions of recent and relevant projects for tasks similar to those in Attachment 1.

3.2.5 Section 5: Price estimate

This section, at a minimum, shall include an estimated price to the perform services described in in Attachment 1.

4.0 Questions

From the RFI issue date and thereafter communications between respondent and the FEC shall be in writing by e-mail to the Contracting Officer. All questions regarding this RFI shall reference the RFI or draft requirements document page number and section number in question. Questions should be concisely stated and be numbered in sequential order. All questions shall be received by the Contracting Officer/Contract Specialist, De'Shelle Williams, dwilliams@fec.gov, no later than 12:00 PM ET on December 29, 2020. Response will be provided via an amendment to the RFI.

5.0 Response electronic submission and deadline

The respondent shall electronically submit to De'Shelle Williams, dwilliams@fec.gov, no later than 12:00PM ET on January 8, 2021. The respondent’s submission must be submitted in Microsoft Word or searchable Adobe .pdf format. All submissions shall not exceed 25 pages.
