The procurement is a 100% Small Business Set Aside under Product Service Code R425 (Support Professional: Engineering/Technical) and NAICS Code 541330 (Engineering Services), with performance at New Boston Space Force Station in New Boston, NH. The Government seeks to validate industry capability and refine cost estimates before issuing a formal solicitation. Required SME support spans four contract line items: (1) Pre-Award Development and Solicitation Support; (2) Post-Award Design Review and Plan Quality Assurance; (3) Installation, Testing, Closeout, and Accreditation Support; and (4) Sustainment Transition and Follow-On Support. The scope encompasses physical security, cybersecurity, SCIF accreditation, SSO review, ATO/ATC support, UL 2050 certification, NIST 128-bit encryption certification, training, testing, and sustainment for approximately a 360 square-foot SCIF facility. Respondents must address organizational conflict of interest mitigation, UL 2050 CRZH/CRZM certification capability, documented Air Force/Space Force/DoD/IC SCIF experience, Vindicator IDS/ACS platform expertise, SSO review and accreditation support capabilities, A4S handoff and sustainment support, and recommended labor categories with hourly rates and estimated hours by phase. Letters of Interest addressing company information, a 2–5 page capability statement, technical feedback, labor/cost feedback, and relevant experience examples are due by 1:00 PM ET on June 2, 2026. This RFI does not obligate the Government to award a contract or pay for response preparation; all information will be used for planning and market research purposes only.

Original Set Aside: 100% Small Business Set Aside Product Service Code: R425 – Support Professional: Engineering/Technical NAICS Code: 541330 – Engineering Services Place of Performance: New Boston Space Force Station – New Boston NH

Synopsis:

New Boston Space Force Station (NBSFS) is conducting pre-solicitation market research to determine whether qualified sources can provide independent Subject Matter Expert (SME) support for an upcoming Sensitive Compartmented Information Facility (SCIF) IDS/ACS effort. This RFI is intended to validate industry capability, refine the Independent Government Cost Estimate, identify feasible labor categories and site-visit assumptions, and determine whether industry can support the Government’s requirements before a formal solicitation is released.

Requirements:

The Government requires SME support to assist with pre-award planning, solicitation development, technical evaluation support, post-award design review, installation quality oversight, testing and acceptance support, accreditation readiness, and sustainment transition. The IDS/ACS effort is for a SCIF at NBSFS and must support physical security, cybersecurity, SCIF accreditation, SSO review, ATO/ATC support, AO review, UL 2050 certification, NIST 128-bit encryption certification, training, testing, and sustainment requirements.

1.0 Requested Industry Feedback

• Whether your company can provide independent SME advisory support without creating an organizational conflict of interest with the later design/install contractor.

• Whether your company has current UL 2050 CRZH and/or CRZM capability or has direct experience working with UL 2050-certified providers.

• Whether your company has documented Air Force, Space Force, DoD, or IC experience supporting

SCIF IDS/ACS installation, accreditation, SSO review, and ATO/ATC documentation.

• Whether your company has deep technical experience with Vindicator IDS/ACS platforms and the ability to assess CMD-approved equipment or device-version alternatives.

• Whether your company can assist NBSFS, SSR, and SSM with documentation and actions required to support SSO review and SCIF accreditation.

• Whether your company can support A4S handoff and sustainment expectations, including maintenance documentation, configuration baselines, licensing information, spare parts, warranty support, and transition documentation.

• Recommended labor categories, hourly rates, estimated hours by CLIN/phase, recommended site visits, travel assumptions, and any assumptions or exclusions that should be considered in the IGCE.
