Contractor Support Services

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Mechanicsburg

Contracting Office is performing market research on behalf of the Naval Information Forces (NAVIFOR) and Naval Meteorology and Oceanography Command (NAVMETOCCOM) to identify SMALL

BUSINESS capable resources that can provide Enterprise Infrastructure and Cybersecurity Contractor

Support Services (CSS). A previous RFI was issued on 23 October 2019. This is a follow-on RFI that includes a revised draft Performance Work Statement (PWS) and level of scope.

Background

This effort will directly support NAVMETOCCOM and NAVIFOR through Enterprise Infrastructure and

Cybersecurity contractor support services. NAVMETOCCOM, with its subordinate organizations, is responsible for the direction of the Naval Oceanography Program (NOP), which provides operational oceanography; meteorology; precise time and astrometry; and Geospatial Information and Services (GI&S) to the operating forces of the Navy and Cyber (DoD). NAVMETOCCOM activities are responsible for compiling, processing, assessing, and analyzing oceanographic, atmospheric, and other types of environmental data, which have a critical impact on naval operations. Execution of the NOP mission requires highly specialized technical support personnel with significant and well-versed experience in field support and the overall NAVMETOCCOM IT program. The primary support of this requirement is to manage packages through the Risk Management Framework (RMF) process achieving an Authority to

Operate (ATO) and then maintaining the system.

The draft PWS is provided as an attachment. The current acquisition strategy is to compete this requirement as a commercial firm-fixed price indefinite delivery indefinite quantity (FFP IDIQ) contract. The determination as a single or multiple award IDIQ has yet to be made.

Description of Services

The preliminary applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519, Other Computer Related Services (vendors may suggest alternative NAICS).

This effort will provide a full range of Information Technology (IT) support services and infrastructure support to NAVMETOCCOM, Stennis Space Center, MS, and its Echelon IV organizations.

This shall include support to activities such as:

Infrastructure, IT System Administration, Network/Communications, and Cross Domain Solutions

Cybersecurity

IT Configuration Management (CM)

IT Customer Interface Management (CIM)
