About this file
This is a Request for Information (RFI) issued by the Centers for Medicare & Medicaid Services (CMS), Center for Medicare, in collaboration with the Office of Acquisition and Grants Management, regarding Part D Transaction Facilitator services. CMS is conducting market research to assess the availability and technical capability of GSA MAS vendors to accurately, timely, and compliantly process Part D Coordination of Benefits (COB) related transactions between Medicare Part D plans and other payers. The RFI is intended to inform CMS's future procurement methodology and will be used to refine a draft Statement of Objectives and subsequent Request for Quotation.
Responses must be submitted by May 7, 2026, via the GSA eBuy portal in Microsoft Word or Adobe PDF format only. Respondents must provide three sections: (1) General Vendor Information including organization name, Unique Entity Identification (UEI), mailing address, designated point of contact information, and relevant licenses, expertise, and GSA credentials; (2) contact information for any organization whose views differ from Section I; and (3) responses to nine specific questions addressing technical detail sufficiency, SOO issues, contract type recommendations (Firm Fixed Price versus Time and Materials), appropriate contract vehicles, required labor categories, project management methodologies, CLIN structure recommendations, teaming arrangement needs, and likelihood of submission as a prime contractor. CMS clarifies that this RFI does not constitute a binding commitment to procure services, does not obligate reimbursement for response costs, and all submissions become Government property. Responses to every question are not required, and respondents are encouraged to provide complete but concise answers referenced to specific SOO sections.

REQUEST FOR INFORMATION
Agency: Centers for Medicare & Medicaid Services
Office: Center for Medicare (CM) in collaboration with the Office of Acquisition and Grants Management (OAGM)
Title: Part D Transaction Facilitator
The Centers for Medicare & Medicaid Services (CMS) is issuing this Request for Information (RFI) as a means of conducting market research to determine the availability and technical ability of GSA MAS vendors regarding the accurate, timely, and complaint processing of Part D Coordination of Benefits (COB) related transactions between Medicare Part D plans and other payers. The result of this market research will contribute to determining the agency’s method of procuring such services in the future.
Purpose A draft Statement of Objectives (SOO) including Transition-In, and Part D Transaction Facilitation tasks are being provided as part of this RFI. CMS asks interested vendors review the SOO and address the questions based on their experience and expertise. The feedback from this RFI may be used to help refine the SOO and future Request for Quotation (RFQ).
Request for Information THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for CMS’ information and planning purposes. This RFI does not constitute a Request for Proposal (RFP), RFQ, or a promise to issue an RFP or RFQ in the future. This RFI does not commit the Government to contract for any supply or service. CMS is not soliciting quotes/proposals. Respondents are advised that the U.S.
Government will not pay for any information or administrative costs incurred in response to this RFI;
all costs associated with responding to this RFI will be solely at the respondent’s expense. Not responding to this RFI does not preclude participation in any future procurement. It is the responsibility of the interested vendors to monitor this site for additional information pertaining to this requirement. Information provided in the RFI is subject to change and is not binding on the Government. HHS, CMS, CM or OAGM have not made a commitment to procure any of the items or services discussed, and release of this RFI is not a commitment or an authorization to incur cost for which reimbursement would be allowed or sought. All submissions become Government property and will not be returned.
Responses to this RFI shall be submitted by May 7, 2026, via the GSA eBuy portal in a format that is readable in Microsoft Word or Adobe PDF formats. CMS will not accept hard-copy responses or other formats. CMS will consider only those responses that contain the information described below in the format requested. 2. Are there any issues with the SOO that would prevent your organization from being able to submit a good quote?
3. CMS is considering a hybrid contract with Firm Fixed Price (FFP) tasks and Time And Materials (T&M) for ancillary materials. What tasks within the SOO would you recommend to fall under FFP or T&M?

5. What Labor Categories would your company utilize to meet the requirements under this effort?
6. Describe the project management methods your company uses to:
• Set milestones
• Develop timelines
• Track progress
