REQUEST FOR INFORMATION (RFI)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Per FAR 52.215-3. (a) The

Government does not intend to award a contract on the basis of this Request for Information

(RFI) or otherwise pay for the information solicited. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this

RFI should not anticipate feedback regarding its submission. This RFI does not commit the

Government to contract for any supply or service. The Corporation for National and Community

Service (CNCS/AmeriCorps) is not currently seeking proposals. AmeriCorps will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. AmeriCorps reserves the right to cancel the RFI process at any time. All responses to this RFI become the property of the Federal Government and will not be returned.

Background and Purpose

AmeriCorps has the potential need for a new requirement for AmeriCorps VISTA. AmeriCorps

VISTA is a national service program that supports community-driven efforts to address poverty in the United States. Each year, the program has approximately 5,000 full-term yearlong members serve in the program. These members serve with nonprofit organizations and public agencies, who serve as project sponsors.

The purpose of this RFI is to identify vendors capable of providing a Member Assistance Program similar to federal Employee Assistance Programs.

Overview of Requirement

A draft Statement of Objectives (SOO) outlining specific objectives is provided as an attachment.

Proposed NAICS Code

The proposed North American Industry Classification System (NAICS) Code is 624190: Other

Individual and Family Services (Size Standard: $16 million).

Requested Information

Interested parties are requested to respond to this RFI with a white paper to include capabilities that address the ability to meet the objectives, possible solutions, cost/schedules, and existing contracts where this service is available (e.g. GSA Schedule contract) related to the above-mentioned requirements. In addition, AmeriCorps requests responses to the following:

• Does your organization offer Member Assistance Programs similar to the one outlined in the Statement of Objectives (SOO)?

• If so, are there items in the SOO that would not be available in an Assistance Program?

• Does your Assistance Program offer other services not listed in the SOO?

• How does your organization charge for the services (e.g., a per-member cost)?

• Would your organization be able to handle large variations of a number of members?

▪ The Assistance Program would have a minimum of approximately 4,000 individuals but could increase to over 100,000 members.

• Can your organization allow many different organizations to access the Assistance Program and receive funding from each different organization?

• For your Assistance Program, what do you require to onboard/enter individuals into the program and exit them from the program?

• Can you accommodate individuals being enrolled for 1 year at a time and individuals being enrolled on a monthly basis?

• Is the Statement of Objectives clear in communicating the goals and requirements of this request?

▪ Is there any additional information the Government could provide in the draft SOO to ensure/improve vendor responsiveness?
