About this file
This is a Request for Information (RFI) from U.S. Customs and Border Protection (CBP) seeking vendor feedback on draft requirements for Large-Scale (LS) Non-Intrusive Inspection (NII) Medium Energy Mobile (MEM) systems. CBP intends to procure up to 40 MEM systems during the base year, starting with a minimum order of one system, with additional potential purchases of 26 systems in the first contract option period and up to 15 systems in each of the three subsequent option periods.
The RFI focuses on X-ray inspection systems for detecting contraband, weapons, and other prohibited items at ports of entry and border checkpoints. CBP is soliciting industry insights on the draft technical requirements, inviting vendors to provide comments on unclear specifications, technological capabilities, or potential limitations. Responses must be submitted via email to the contracting officer within seven calendar days of the RFI's publication, with no page limit. The document emphasizes that this is an information-gathering exercise only and does not constitute a solicitation for proposals or commit the government to any procurement.

TITLE: Vendor Comments for Medium Energy Mobile systems (MEM)
ISSUANCE DATE:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP or other solicitation. Furthermore, those who respond to this RFI should not anticipate feedback about its submission, other than acknowledgment of receipt. This RFI does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) Customs and Border Protection (CBP) is not currently seeking proposals. Respondents are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the expense of the respondent. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
1.0 Background
U.S. Customs and Border Protection (CBP) officers and agents, in the course of their work examine conveyances and cargo. These inspections take place at controlled ports of entry (POE) and Border Patrol checkpoints and are aimed at detecting items prohibited from import into or export from the United States. Systems in the mobile configuration will allow CBP to detect hidden contraband such as illicit drugs and to quickly move the systems to different locations, based on the threat.
1.1. Purpose
The purpose of these large scale (LS) Non-Intrusive Inspection (NII) Medium Energy Mobile (MEM) systems is to enable Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP) to perform effective and efficient nonintrusive inspection of conveyances, including trailer trucks, pallets, trailer-mounted cargo containers and other vehicles for contraband such as illicit drugs, terrorist weapons and currency. These systems may be used for inspection of smaller vehicles such as privately owned vehicles (POV), pickup trucks, buses, recreational vehicles (RV), and towed vehicles (e.g., trailers and boats), as well as commercial buses. The system shall be capable of detecting contraband and weapons of mass destruction / weapons of mass effect (WMD/WME) secreted in vehicles and containers. The systems shall be capable of operation in both stationery and mobile modes.
1.2. Scope
CBP has a need for improving its inspection of cargo conveyances arriving in the United States at and between POEs. In the current threat environment, it is imperative for security that incoming cargo conveyances are subjected to a high level of scrutiny. Therefore, CBP seeks to procure LS-NII MEM imaging systems such as X-Ray systems for various CBP POEs located throughout the United States as designated by CBP. This statement of work (SOW) defines the tasks necessary to provide these LS-NII MEM systems to include equipment, testing, delivery, verification, documentation, and logistics requirements needed to satisfy the procurement.
1.3. Delivery
CBP intends to procure up to forty (40) MEM Systems during the base year beginning with a minimum buy order of one (1) system. Additionally, in the first contract option period the maximum quantity anticipated is twenty-six (26) MEM Systems, with up to fifteen (15) MEM Systems to be procured in each of the remaining three (3) option periods.
2.0 Requested Information
U.S. Customs and Border Protection (CBP) is seeking feedback from industry on draft requirements documents related to Non-Intrusive Inspection (NII) technologies. Your insights are crucial in ensuring that our upcoming acquisition accurately reflects current technological advancements and best practices. We invite you to thoroughly review the requirements documents provided and submit comments focusing on areas that may be unclear, requirements that do not fully capture the latest technological capabilities, or specifications that might inadvertently limit the inclusion of newer, yet proven, technologies.
Please note that this is a request for information and not a solicitation for proposals. While the government will not be providing direct responses to individual questions posed within your comments, any questions submitted will be carefully considered and may be utilized to clarify and refine the final requirements documents. To streamline this process, please refrain from submitting capability statements. Our primary interest is in your expert feedback on the draft requirements themselves.
We request that all comments be submitted within seven (7) calendar days from the date of this request. Your timely and detailed input is highly valued as we work to enhance our NII capabilities and secure our nation's borders. We appreciate your partnership and look forward to your contributions.
Note: There is no page limit for this request.
Responses are due within seven (7) calendar days of this RFIs published date. Responses must be submitted via e-mail in MS Word or Adobe PDF format to contracting officer Aga Frys, aga.frys@cbp.dhs.gov.
3.0. Questions
While the government will not be providing direct responses to individual questions, they may be submitted in writing via e-mail to the Contracting Officer, aga.frys@cbp.dhs.gov. Verbal questions will NOT be accepted. Any questions submitted will be carefully considered and may be utilized to clarify and refine the final RFP documents.
5.0. Summary
THIS IS ONLY A REQUEST FOR INFORMATION (RFI) to identify any areas of improvement on the draft requirements documents. The information and specifications provided in the RFI are subject to change and is not binding on the Government. CBP has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
