About this file

This is a Request for Information (RFI) issued by the Department of Veterans Affairs Strategic Acquisition Center in Frederick, MD, seeking market research for a mail management system lease contract. The RFI aims to identify sources capable of providing mail management services, with a focus on software and equipment that can automatically determine economical delivery methods, generate carrier-compliant labels, and provide cloud-based data storage and reporting capabilities. The applicable NAICS code is 561499 with a small business size standard of $21.5 million, and the VA is specifically interested in potential service-disabled veteran-owned small business (SDVOSB) and veteran-owned small business (VOSB) sources.

Respondents are required to submit a 10-page capability statement by email to Brandi.Luna@va.gov and Brian.Tedesco@va.gov, providing detailed information about their business, including corporate profile, recommended contract vehicles, pricing structures, and technical capabilities. Key requirements include software that can optimize mail delivery, cloud-based data transmission within 24 hours, and the ability to support VA system integrations. The RFI seeks insights into potential risks, training needs, and software/accessory requirements for standardizing and modernizing VA mailroom operations across multiple administrative offices. This is a market research effort and does not constitute a commitment to award a contract.
